Job Description

Job Summary

Reporting to the Director of Trade Compliance, with dotted line reporting to PCC's Chief Compliance Officer, the Sr. Manager of Import Compliance will manage Import compliance as dictated by the US Department of Commerce, the Department of State (Directorate of Defense Trade Controls), Customs and Border Protection, Office of Foreign Assets Control, and other relevant international trade regulations for approximately14 facilities with import activity within the United States and assist with various international locations as needed.. The Sr. Manager of Import Compliance will provide support and resources to facility-level compliance owners and manage strategy initiatives affecting the movement of goods and information. He or she will also conduct an assessment of each operation's import compliance program to ensure that all operations have the tools in place to effectively and efficiently comply with import controls and regulations. The Sr. Manager of Import Compliance will also assist the operation with obtaining necessary licenses from the relevant US government agencies. He or she will also consult with Customs Brokers and interface with government officials as needed.

Primary Responsibilities

  • Implement and manage an effective import compliance program, including all risk areas: valuation, classification, country of origin, documentation, and record keeping.
  • Identify and draft cradle to grave procedures for all desk-level activities involved in the movement of goods across borders (import).
  • Work with finance and supply chain/procurement to ensure imported goods are appropriately valued.
  • Keep abreast of global tariff changes and effects on Airframe Products businesses. Assist executive management and finance to quantify effects of global changes.
  • When needed, interact with customers or suppliers to make most efficient and cost effective arrangements for cross border movement of goods in supply chain
  • Classify products for import to the U.S. under the Harmonized Tariff Schedule and Schedule B.
  • Perform evaluation and analysis of eligibility for preferential treatment under Free Trade Agreements (e.g. USMCA); manage requests to suppliers for supporting documentation and information.
  • Analyze and interpret import regulations and maintain current knowledge of changes.
  • Identify and implement procedures to minimize import duties as allowed under law.
  • Advise site General Managers and senior staff, including division finance personnel, about import compliance aspects and risks of proposed business decisions; collaborate effectively with peers at related company sites.
  • Work proactively with departments to prevent import disruptions.
  • Monitor compliance activities and the effectiveness of internal controls; Review with site department managers their import compliance internal controls (procedures, work instructions, forms, checklists, and tools) to ensure they are current and compliant.
  • Produce and analyze reports from Customs' ACE portal, internal ERP/MRP, and other information systems.
  • Oversee relationships with freight forwarders and customs brokers; audit for effectiveness.
  • Work with site level and Regional Fa Trade Compliance Manager to maintain effective import compliance programs at assigned sites.
  • Maintain the highest ethical standards, even when challenged from above.
  • Understand and live by company's ethics and business conduct policies.

Qualifications

  • Documented ability to establish and manage import compliance matters for a global organization
  • Willingness and ability to interact with manufacturing leaders to work on solutions to any gaps to desired state of compliance
  • Strong familiarity in the workable analysis and understanding of ITAR, EAR, CBP regulations, Treasury sanction programs and Bureau of Census, Foreign Trades Statistics Regulations (FTSR) and UK BIS regulations
  • Strong working knowledge of licensing and classification (such as USML, CCL, Schedule B, HTS and UK Controlled Goods Lists)
  • Experience in interactions with Governmental trade compliance authorities, including the Department of State (Directorate of Defense Trade Controls), the Department of Commerce (Bureau of Industry and Security), Customs and Border Protection and Office of Foreign Assets Control
  • Strong working knowledge of custom entry process and customs regulations
  • An energetic, amiable, confident and customer-focused style with strong oral and written communication, persuasion and negotiation skills, as well as a proactive and initiative-taking approach
  • Ability to multi-task and thrive in a fast-paced, results-oriented and demanding environment
  • Willingness to travel, including international, up to approximately 20%-30%.

Education/Previous Experience Requirements

  • Bachelor's degree in the appropriate discipline, and 5-7 years of relevant experience.
  • 2-4+ years managerial experience.
  • Multi-Operation experience in trade compliance
  • Working knowledge of the U.S International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC), Customs Regulations (CR), and the Foreign Trade Regulations (FTR).
  • Thoroughly familiar with international shipping documents such as commercial invoice, packing list, air waybill, and export license; including consignee information, INCOTERMS, harmonized tariff code, country of origin, customs value, export classification, and export license data.
  • Familiarity with the requirements and procedures associated with evaluating goods for preferential treatment under free trade agreements like the United States - Mexico - Canada Agreement (USMCA).
  • Strong computer skills including ability to research transactions and prepare reports in manufacturing information systems, perform spreadsheet calculations, and quickly learn new software tools. Experience with Oracle is a plus.
  • Effective and efficient problem-solving skills.
  • Strong verbal and written communication skills.
  • Ability to work autonomously and drive a project from initiation to completion.
  • Ability to work at both detail and strategic levels, work calmly under pressure, prioritize tasks, and display sound professional judgment.
  • Ability to prepare and revise procedures, work instructions, and forms.

For informational purposes only, the range for annual base salary for this role is $174,100 to $217,600 US Dollar (USD) Salaried based on a variety of factors. For informational purposes only, this role is eligible to participate in the Company's Executive Bonus Plan, paid out up to 30% of the applicable annual base salary, based on the Company's performance in the prior calendar year. Employees will receive 120 hours paid time off every year. Employees will also receive 10 paid holidays. Employees (and their families) are eligible to participate in the company's medical, dental, vision, and basic life insurance. Employees are eligible to enroll in the Company's 401(k) plan.

This position requires use of information or access to production processes subject to national security controls under U.S. export control laws and regulations (including, but not limited to the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR)).
