Primary Function of Organizational Unit
Financial Reporting, part of the Comptroller's Unit (CU), is an accounting organization responsible for performing detailed analyses and compiling financial statements for internal and external reporting purposes. This department conducts the University's accounting functions and activities in accordance with generally accepted accounting principles, specifically those set by the Governmental Accounting Standards Board ( GASB). Additionally, it adheres to University policies and guidelines, as well as sound business practices.
Primary Purpose of Position
The Director of Treasury/Tax position reports to the Associate Controller and is responsible for managing debt, cash management, tax reporting compliance and overseeing Accounts Payable operations. In this role, the Director of Treasury/Tax will be tasked with providing support for internal and external reporting and payment deadlines. This includes the accrual, allocation, and recording of interest and other financing costs, as well as managing required external debt service payments. The Director will also be responsible for fulfilling monthly and annual financial analytical reporting requirements. The position involves developing and maintaining Treasury/Tax reports for compliance reporting, managing tax compliance, creating debt projection models and budgets, and preparing cash flow projections. The Director of Treasury/Tax will regularly monitor financial and non-financial debt covenant requirements and prepare necessary schedules, notes, and analyses for the annual financial statements. Additionally, the Director will engage in special projects related to university bond issues, interest rate swaps, debt-related derivative transactions, and tax filings.
Required Knowledge, Skills, and Abilities

  • Knowledge of generally accepted accounting principles (GAAP).
  • Proficiency in using Microsoft products.
  • Experience with Ellucian/Banner is preferred.
  • Supervisory experience.
  • Certified Treasury Professional (CTP) or Certified Public Accountant (CPA) designation is preferred.


Additional Qualifications Desired:

  • Experience in debt management.
  • Experience with cash management.
  • Experience with Tax reporting.
  • Familiarity with external financial and compliance reporting processes.

Minimum Education/Experience

  • Bachelor's degree in Accounting or a related business field.
  • Minimum of 4 years of experience in accounting, audit in a public accounting environment, or related experience.

Licenses or Certification required by Statute or Regulation
Certified Treasury Professional ( CTP) or Certified Public Accountant ( CPA) designation is preferred.

Primary Responsibilities and Duties


Function Financial Program Monitoring and Management

  • Manage internal and external reporting and payment deadlines related to interest and financing costs.
  • Ensure compliance with required debt service payments.
  • Manage relationships with banks and other financial institutions, including credit facilities and banking agreements.
  • Manage short-term investments, evaluate investment opportunities, and ensure proper allocation of funds.
  • Identify and mitigate financial risks, such as interest rate risk, currency fluctuations, and counterparty risk.
  • Ensure compliance with relevant regulations, deadlines, and internal controls.
  • Prepare reports and schedules the University's debt activity.
  • Fulfill monthly and annual financial analytical reporting requirements.
  • Develop and maintain Treasury/Tax reports for compliance reporting.



Function Financial Administration - Budget
Describe the specific tasks and responsibilities related to the function.

  • Create debt projection models and budgets for the University.
  • Oversee daily cash flow, manage liquidity, and prepare cash flow forecasts.
  • Oversee the Cash Management Office.
  • Monitor financial and non-financial debt covenant requirements regularly.
  • Oversee the Accounts Payable operation to ensure timely payment processing while also managing the timing of cash outflows.



Function Financial Management

  • Establish cash receipts policies and procedures for business units within the University.
  • Prepare schedules, notes, and descriptive analyses for the annual financial statements.
  • Engage in special projects such as university bond issues, interest rate swaps, and debt-related derivative transactions.
