Job Summary

The Loudoun County Department of General Services (DGS) seeks a dynamic and detail-oriented professional to serve as the Division Manager of Finance and Administration. This position plays a vital leadership role in advancing the department's mission by overseeing the financial and administrative functions that keep DGS running smoothly. The Division Manager leads a high-performing team responsible for budgeting, procurement, accounting, grants management, and related support services. Working closely with departmental and county leadership, this role ensures that fiscal operations are transparent, compliant, and strategically aligned with county goals.

This full-time position, located in Leesburg, Virginia, will lead the Finance and Administration Services Division, a fast-paced, results-driven team that provides essential services to all DGS divisions and relies on a collaborative approach to problem-solving. Reporting to the Assistant Director of Management and Administration, the Division Manager will directly supervise one Budget & Procurement Manager and one Operations Manager, for a total team of 12.

Key responsibilities include, but are not limited to:
* Oversight of critical operational areas, including budget, procurement, contracts, grants, departmental payroll, accounts payable/receivable, FOIA, and the front counter
* Preparing and managing the department's annual budget, monitoring expenditures, and ensuring operations stay within budgetary constraints
* Ensuring efficient, compliant, and customer-focused service delivery that aligns with the County's strategic goals
* Setting goals for the division, monitoring productivity, and implementing policies, programs and procedures to achieve operational excellence
* Managing and analyzing program data, maintaining accurate documentation, and responding to requests for information from internal and external stakeholders

This role emphasizes leadership, including providing regular feedback, fostering a collaborative and professional growth-oriented culture, addressing staffing challenges, and ensuring compliance with County policies and training standards. The Division Manager will also play a vital role in supporting the department's strategic planning efforts, aligning division objectives with the County's long-term goals.

The ideal candidate will bring strong leadership and organizational skills, experience managing diverse programs, and a proven ability to oversee budgets, analyze program effectiveness, and implement process improvements.

Hiring salary commensurate with experience.


Minimum Qualifications

Master's degree in Finance, Business Administration, Public Administration, Public Policy, or related field; four (4) years of related work experience in government budgeting and planning; or equivalent combination of education and experience.

Prefer at least one (1) year in a supervisory or management role.
Prefer prior experience in budgeting and procurement for local government.
Prefer knowledge of VPPA (Virginia Public Procurement Act).
Prefer experience with AmpliFund (grants software), Fusion Cloud EPM Planning (budgeting software), and/or Oracle ERP.


Job Contingencies and Special Requirements

Criminal and credit background checks required. Valid driver's license and good driving record required (driving records may be reviewed annually for continued qualification).

This position is eligible for partial telework in accordance with the County's Telework Policy.
