Overview

The Construction Technical Review Specialist is responsible for accurately and efficiently reviewing and processing contractor payments for contracts managed by the Construction organization. This role primarily focuses on the installation and maintenance of subsurface facilities on Electric, Gas, and Steam Distribution or Transmission Systems and may include payment review for other areas of the business. The Specialist ensures all payments are processed in compliance with contract requirements and company policies, supporting operational excellence and customer satisfaction.

Responsibilities

Core Responsibilities
  • Contractor Payment Processing: Review and process contractor payments in accordance with construction specifications, contracts, and company procedures
  • Contract Interpretation: Interpret and apply contract terms, special conditions, and specifications to ensure accurate payment processing.
  • Payment Validation: Conduct thorough reviews of payment items, field notes, and supporting documentation to validate vendor payments for completed work.
  • Record Keeping: Maintain detailed and accurate records for audit and retention purposes.
  • Compliance Monitoring: Stay current with changes in rules, regulations, and specifications relevant to contract administration.
  • Stakeholder Collaboration: Collaborate with company field employees (e.g., Inspectors, Construction Representatives, Managers) to resolve payment discrepancies.
  • Process Improvement Support: Support process improvements and departmental goals related to contractor payment processes.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • High School Diploma/GED and 5 years work experience or
  • Associate's Degree and 4 years work experience or
  • Bachelor's Degree and 3 years work experience
Preferred Education/Experience
  • Bachelor's Degree and 3 years work experience Construction Management/Public Improvement or general construction, contracts, contract administration.
Relevant Work Experience
  • Working knowledge of contract administration, required.
  • General understanding of construction industry practices, unit items, and payment processes, required.
  • Working knowledge of construction contract administration, including purchase orders and contractor payments, and familiarity with supporting documents (e.g., street opening tickets, permits, utility layouts), preferred.
  • Proficiency in Microsoft Office and ability to learn construction-related systems (e.g., Maximo, CworX, Oracle, Smart App), required.
  • Excellent communication, organizational, interpersonal skills and presentation skills
  • Able to manage multiple priorities and develop positive working relationships, required.
  • Experience in a construction or utility environment, preferred.
  • Exposure to contract administration in a regulated industry, preferred.
  • Familiarity with construction specifications, trenching, and restoration manuals; basic understanding of street restoration processes, preferred.

  • Ability to read small print and symbols
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able to work occasional extended or non-traditional hours due to Department or Company emergencies
  • Must be able and willing to travel within Company service territory, as needed.
  • Must be able to wear proper personal protective equipment.
