The Pharmacy Technician Specialist, 340B Compliance Program assists in the management of 340B compliance. They are responsible for the coordination and facilitation of policies and procedures necessary for interactions between health care professionals in the pharmacy as well as the entire UI Health System as they relate to 340B compliance and conducting audits over multiple systems and applications to ensure 340B compliance. The Pharmacy Technician Specialist may assist in supervising the daily activities Pharmacy Technicians, Externs, and students as it relates to 340B compliance.

Duties & Responsibilities:

Personnel
  • Supervise Pharmacy Technicians, Externs, and students in the daily functions of 340B audits, when delegated by the 340B Assistant Director.
  • Assist the 340B Assistant Director with Pharmacy Technician and Extern payroll entry, scheduling requests, and monitoring of attendance to ensure daily operational coverage.
  • Assist the 340B Assistant Director in establishing hiring criteria, developing job descriptions, and evaluating candidates for Pharmacy Technician and Extern positions, if applicable.
  • Develop and implement a 340B Compliance Pharmacy Technician training program to assure the proper training of all Pharmacy Technicians and Externs.
  • Identify staff development needs for Pharmacy Technicians and Pharmacy Externs and prepare a plan to meet those needs, if applicable.
  • Provide feedback to the 340B Assistant Director to facilitate the continuous evaluation of all processes and assist with annual performance evaluations, as assigned.
  • Monitor Pharmacy Technicians Pharmacy Externs to assure maintenance of high-performance standard.
  • Perform other related duties as assigned by 340B Assistant Director.
  • Provide each pharmacy buyer with information needed to place orders using the appropriate accounts (e.g., WAC, GPO, and 340B and non-340B) to replenish inventory in the mixed-use inventory setting.
  • Educate others involved in the purchasing process to ensure proper operation and compliance.
  • Fully participate and support quality improvement initiatives and comply with all legal and regulatory requirements.

Communications
  • Demonstrate ability to communicate with peers under stressful situations that may arise and to resolve conflicts appropriately by identifying and involving the appropriate team members that can assist in resolving the issue most efficiently.
  • Demonstrate good communication skills and timeliness of communication with 340B Coordinator and multidisciplinary team.
  • Attend pharmacy staff meetings to discuss 340B issues, and to keep an open communication channel between Pharmacists, Pharmacy Technicians, and Pharmacy Externs.
  • Demonstrate ability of good communication skills with all health care professionals in the clinical setting to assure appropriate patient care.

Operations:
  • Develop a thorough understanding of the 340B Program and improve the overall efficiency, value, and internal support of the 340B Program.
  • Ensure that pharmacies maintain adherence to 340B Program regulations and guidelines.
  • Develop a thorough understanding of the split-billing/third party administrator systems and the functions to be performed.
  • Perform audits on a scheduled basis; may involve presenting and resolving reconciliation issues as they arise during the monitoring and reconciliation process.
  • Evaluate patient eligibility for qualified and non-qualified patients in mixed-use areas and clinics by reviewing patient medical records, insurance plans, and, if applicable, hospital status.
  • Develop and foster working relationships with internal/external working counterparts (IT, internal audit, results, accounting, and others) to facilitate productive exchanges of information to improve program efficiency.
  • Assess opportunities for cost savings and system improvements to yield higher compliance.
  • Build knowledge of the health care and pharmacy services industry; to identify, and make recommendations, to improve the 340B Program.
  • Monitor ordering processes, analyze invoices, shipping, and inventory management processes.
  • Provide each pharmacy buyer with information needed to place orders using the appropriate accounts (e.g., WAC, GPO, and 340B and non-340B) to replenish inventory in the mixed-use inventory setting.
  • Educate others involved in the purchasing process to ensure proper operation and compliance.
  • Fully participate and support quality improvement initiatives and comply with all legal and regulatory requirements.
  • Perform other related duties and participate in special projects as assigned.


Minimum Qualifications Required:

  1. Five (5) years experience of progressively more responsible experience comparable to that gained at the Pharmacy Technician III level.
  2. Current registration as a Certified Pharmacy Technician (CPhT) by the Pharmacy Technician Certification Board.
  3. State of Illinois Pharmacy Technician License.
Preferred Qualifications:
  • Demonstrated experience in 340B Program Compliance
  • Ability to accurately interpret data, determine validity of results, and initiate corrective action immediately
  • Ability to conduct 340B compliance audits
