Overview

The ITS Toll Plaza Manager is responsible for planning, coordinating, and supervising the installation, integration, testing, and commissioning of Intelligent Transportation Systems (ITS) at toll plazas during construction. The role ensures that all tolling and traffic technology systems are delivered in compliance with project specifications, schedules, quality standards, and safety requirements.

Responsibilities

Planning & Coordination
    Coordinate ITS activities with civil, electrical, and structural construction teams.
  • Act as the primary liaison between contractors, ITS vendors, consultants, and the client.
  • Review and approve ITS construction drawings, layouts, and technical submittals.
  • Develop and manage ITS installation schedules aligned with overall project milestones.
Installation & Construction Oversight
  • Supervise installation of toll plaza ITS equipment, including:
  • Electronic Toll Collection (ETC/RFID)
  • Automatic Vehicle Classification (AVC)
  • License Plate Recognition (LPR)
  • CCTV and surveillance systems
  • Lane controllers, booths, gantries, and sensors
  • Communication networks (fiber optics, cabling)
  • Power supply and backup systems
  • Ensure proper integration of ITS systems with civil works and electrical infrastructure.
  • Monitor site activities to ensure quality, safety, and compliance with standards.
Testing & Commissioning
  • Oversee system integration testing and commissioning of toll plaza systems.
  • Identify and resolve technical and construction-related issues.
  • Ensure systems are fully operational before toll plaza opening.
Quality, Safety & Compliance
  • Ensure compliance with project specifications, industry standards, and regulatory requirements.
  • Enforce health, safety, and environmental (HSE) requirements on-site.
  • Conduct inspections and audits of ITS works.
Documentation & Handover
  • Maintain accurate records, reports, and as-built documentation.
  • Support training of operations and maintenance teams.
  • Manage system handover to the operations team or authority.

This position is the top project level management position with Mastec Civil and demands a broad spectrum of capabilities, especially leadership, common sense, training, loyalty, patience, and ability to work with others. A good Project Manager should fit the image described above and follow all procedures and policies required by Mastec Civil.



Qualifications

Qualifications

  • Bachelor's degree in Civil Engineering or Construction Management
  • Minimum five years' experience in the heavy construction industry. Must have bridge, roadwork, and DOT experience.
  • PMP Certification preferred

Knowledge/Skills/Abilities

  • Proven experience managing ITS installations during construction of toll roads or highways.
  • A demonstrated understanding of construction means, and methods associated with the heavy construction industry
  • Strong team leadership project management skills.
  • Experience in leading multi-disciplined teams.
  • Ability to direct the work of subcontractors in order to achieve project goals.
  • Computer knowledge musts: Microsoft Excel, Microsoft Word, and Microsoft Outlook, Project scheduling - P-3 at minimum.
  • Ability to maintain onsite project documentation.
  • Ability to schedule and coordinate all site work.
  • Must be well organized and detail oriented.
  • Ability to multitask and manage multiple sites.
  • Ability to read and understand drawings and specifications.
  • Excellent verbal and written communication skills.
  • Ability to interact with people on all levels ensuring that all external and internal communication is carried out to a high standard.
  • Highly motivated, driven and results oriented, with the ability to thrive in a fast-paced work environment.
