Pay Range

$148,920 - $188,880 Annually for the TSS.3 level

$178,770 - $226,668Annually for the TSS.4 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. Job Description

We have an opening for an opening for aSenior Data Officer/Principal Data Officer for Infrastructure Applications Program (IAP). The IAP develops and deploys software and technology solutions that enable mission-critical infrastructure initiatives across LLNL and the National Nuclear Security Administration (NNSA). In this role, you will work closely with the IAP Program Leader to align program execution with data governance and access controls at both the NNSA enterprise and site levels. You will represent the IAP on LLNL and NNSA working groups and stakeholder forums on matters related to data governance and application access, and at the higher level may serve as a primary IAP representative on enterprise technical or operational committees. This position is in the Laboratory Infrastructure Organization.

This position will be filled at either level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.

In this role, you will

  • Collaborate closely with the IAP Leader to implement and evolve the data governance strategy, ensuring alignment with LLNL and NA-90 directives and cybersecurity requirements.
  • Develop and maintain a comprehensive suite of documents to support the IAP data governance strategy, including documentation on data lineage, provenance, flows, roadmaps, and attribute crosswalks spanning internal and federal data systems.
  • Collaborate with IAP application product managers and LLNL cybersecurity teams to implement the documented data governance strategy, ensuring consistent and robust practices across all enterprise and site products.
  • Coordinate with other NNSA Laboratories, Plants, and Sites (LPS) to ensure alignment with site-specific data governance requirements.
  • Conduct regularly scheduled audits and comprehensive assessments of IAP products to validate proper implementation of the data governance strategy and identify potential risks to future data access. As risks are identified, develop effective mitigation strategies to ensure the secure and successful delivery of IAP products.
  • Prepare and deliver clear, high-quality reports, presentations, and briefings to senior leadership, stakeholders, and NNSA headquarters in support of data integration initiatives and governance requirements.
  • Develop and implement AI output validation tests to ensure Bernie AI's advanced systems operate as intended, appropriately partitioning data based on user roles and meeting all security requirements.
  • Foster a collaborative and inclusive work environment, promoting teamwork and open communication among all team members.
  • Perform other duties as assigned.

Additional job responsibilities at the TSS.4 Level

  • Lead and conduct advanced audits and comprehensive assessments of IAP products, applying in-depth analysis of both tangible and intangible factors to validate data governance implementation and proactively identify risks to future data access.
  • Develop and execute robust mitigation strategies for identified risks, ensuring secure and successful delivery of IAP products in complex and evolving environments.
  • Represent IAP on internal and NNSA technical or operational committees, offering strategic technical guidance and recommendations on data integration and governance matters.
  • Design and implement advanced AI output validation tests for Bernie AI, applying best-practice technical and business principles to ensure secure, accurate, and compliant data partitioning and access.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in Infrastructure Management, Information Systems, Project Management, Engineering Technologies, or an equivalent combination of education and related experience.
  • Significant quantitative, analytical, and problem-solving skills, with strong attention to detail and the ability to drive data integration projects.
  • Advanced written, verbal, and presentation skills, with the ability to communicate complex data relationships and dependencies to diverse audiences.
  • Significant experience driving cross-functional data integration across multidisciplinary teams and coordinating with multiple stakeholders, including federal agencies.
  • Advanced proficiency in data management software and tools, with the ability to provide oversight of cross-product data sources requiring advanced understanding of diverse structures and dependencies.
  • Ability to work efficiently under pressure, effectively manage competing priorities, and meet tight deadlines in a dynamic, fast-paced environment.

Additional Qualifications at the TSS.4 Level

  • Expertise in directing cross-functional data integration across highly complex multidisciplinary teams, with a proven ability to develop creative solutions and contribute to innovative principles and ideas.
  • Proven track record of developing and implementing advanced technical or operational solutions that drive significant organizational change and guide strategic implementation
  • Extensive experience managing multiple parallel tasks and resolving conflicting requirements, while prioritizing efforts toward long-range organizational goals under demanding conditions.

Qualifications We Desire:

  • Extensive experience with real property infrastructure modeling and simulation tools, including federal tools such as BUILDER, G2, FIMS, and Hexagon EAM.
  • Advanced expertise in DOE, NNSA, and LLNL data governance, cybersecurity frameworks and technical data integration tools (e.g., Toad, Visio, SQL Developer).
  • Proven ability to facilitate complex interoperability and cross-site integrations, translating technical data concepts into executive-level insights for strategic decision making.
  • Exceptional stakeholder management skills and commitment to ongoing professional development in infrastructure analytics and emerging data technologies.
  • Advanced knowledge in Enterprise and LLNL infrastructure data integration, project delivery, or a related discipline, with a proven track record of successfully integrating complex infrastructure data sources.
  • Recognized subject matter expert in NNSA/DOE enterprise and LLNL infrastructure data integration, with a history of successfully integrating highly complex infrastructure data sources through comprehensive analysis of multiple tangible and intangible factors.
