Overview

The Gas Technical Operations (GTO) Section of Gas Engineering is looking to hire a highly motivated and dedicated professional to join its management team. The ideal candidate for this position must demonstrate a high energy level, understand the vital importance of Orange & Rockland's commitment to excellence, and possess a high regard for our corporate values and mission. Knowledge of State and Federal regulations concerning gas operations, and experience with gas metering and regulating equipment is preferred highly. Must possess a high level of energy and be flexible to handle multiple assignments and changing priorities. Must have excellent written and oral communication skills and have the ability to bring the work groups together to function as a team. Must have the ability to motivate and inspire a positive work ethic among peers and subordinates.The Senior Specialist will ensure implementation of health, safety and environmental programs for employees and contractors who work for Gas Technical Operations; ensure employee training for the entire section is in compliance; conduct periodic safety talks, job briefings and HASP reviews to insure the safety of all employees; manage the inventory of meters, regulators, equipment, accessories, and other items as required; and ensures the accuracy of customer billing equipment and data integrity.The Senior Specialist will be responsible for the management of the regulatory compliance programs within Gas Technical Operations. This includes oversight and responsibility for the department's Sarbanes-Oxley (SOX), Transportation Security Administration (TSA) and Public Service Commission Audits. The Senior Specialist will provide regular reports on the effectiveness of the department's compliance measures and advise leadership on any actions or changes that should be implemented and work to implement the changes. Work with regulatory groups to identify upcoming legislation or requirements for incorporation into the department's compliance programs. Additionally, the Senior Specialist will assist in ensuring that projects and tasks are completed on time and on budget while delivering high-quality results and solutions to the group's customers and meeting all regulatory compliance deadlines.

Responsibilities

Core Responsibilities
  • Manages all work and coordination related to ordering, tracking, vendor follow-ups, scheduling delivery, monitoring stock in the warehouse, invoicing, and administrative functions for gas meters, regulators, and other measurement devices.
  • Ensures operating areas have adequate and proper supply of meters and regulators.
  • Communicates with outside vendors and meter/regulator/AMI manufacturers.
  • Uses the MAMS system to load purchase orders, create AQL samples, receive and ship meters, and ensures manufacturer files are loaded; acts as liaison between CE IT and meter manufacturers.
  • Schedules AQL testing and quarantines meter orders until testing is completed; monitors meter and regulator requests through monthly meetings and communications with New Business and other Gas Operating groups.
  • Maintains excellent customer service and open communication with internal customers, including New Business, Gas Construction, Gas Service, Gas Engineering, and external customers.
  • Oversees the Periodic Meter Change (PMC) Program, including generating sample sizes, maintaining the database, coordinating removal and replacement of meters, ordering and replenishing stock, handling logistics for third-party testing, and reporting results to the PSC.
  • Manages SOX compliance requirements for Gas Technical Operations, including control documentation, retention, and serving as liaison with IT, internal corporate auditors, and external auditors during audit phases.
  • Acts as primary point of contact for TSA cybersecurity compliance, manages evidence, quarterly reviews of critical assets, privileged accounts, security patching, and leads periodic review and improvement of the Cyber Attack Response Plan.
  • Plans, coordinates, schedules, and manages the progress and budget for O&M and capital project work, tracks and oversees regulatory deadlines, completes technical reviews of leak survey maps, provides analytical and administrative support, and produces high-quality project deliverables.
  • Prepares presentations for executives, assists with PSC requests and audits, attends project meetings, provides budget and schedule status reports, and supports continuous improvement and flexibility in assignments.
  • Creates and sustains a workplace environment that fosters inclusion, leadership, professionalism, safety, operational excellence, integrity, and courtesy; keeps current on best industry practices and performs other related tasks as required.

Qualifications

Required Education/Experience
  • Master's Degree and 4 years relevant work experience in Engineering, Construction or Gas Operations or
  • Bachelor's Degree and 5 years relevant work experience in Engineering, Construction or Gas Operations or
  • Associate's Degree and 6 years relevant work experience in Engineering, Construction or Gas Operations or
  • High School Diploma/GED and 8 years relevant work experience in Engineering, Construction or Gas Operations
Relevant Work Experience
  • Relevant work experience in engineering, construction or other gas operating areas, required.
  • Knowledge of gas pressures and flows, required.
  • Possess strong technical competence, be well organized, and detail oriented, required.
  • Must be proficient in mathematics, required.
  • Must possess strong oral and written communication skills and have the ability to effectively interact with subordinates, colleagues and various levels of management, required.
  • Knowledge of MAMS, MAMS accounts & other departmental software accounts, required.
  • Knowledge of Telemetry & Electrical Schematics, required.
  • Knowledge of Cathodic Protection Practices & Procedures, required.
  • Relevant work experience in gas systems (transmission, distribution or gas supply), preferred.
  • Experience with culture change initiatives and communications to support culture change, preferred.
  • Knowledge of Archer, preferred.
Licenses and Certifications
  • Driver's License Required
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within Company service territory, as needed.
  • Must be able to travel to attend various meetings at non-Company locations.
  • Must be able to visit field sites in all types of weather as required and wear the associated PPE.
