PAY RANGE: $135,000 - 148,000

POSITION SUMMARY:
This position is accountable for growing and achieving performance results of the industrial blasting and coating facilities and marine vessel decking division. VIS performs heavy industrial shop painting for various customers in the commercial, marine, and government markets. The marine decking divisions removes, refurbishes, and replaces various forms of marine decking from tiles, carpets, paints and other resurfacing materials. Performance results include, but are not limited to, Safety, Environmental, Quality, Sales, Schedule and Production KPIs (Key Performance Indicators).

This role supports development and implementation strategies to obtain and retain profitable business through market research, communications, customer contracts, sales that support strategic goals of the organization. Work is performed in blast and coating shop and marine ports in Puget Sound, Portland, OR, and Vancouver, WA areas. The work requires strong background in managing customers, production planning and execution at various location simultaneously.

The position focuses on establishing a working plan and meeting outlined objectives. The work involves selecting, training, and disciplining employees as well as assuring work is appropriately assigned, equipment and materials secured, and all safety regulations met. Active measures shall be taken to improve cost and schedule performance and clear definable mitigation plans shall be established when negative variances occur or are projected, these shall be tracked until resolved or stabilized.

The position will report to the General Manager and other production personal shall report through various supervisor levels to this role.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES: (This list is not intended to detail all aspects of the assigned work but is representative of the job's overall responsibilities.)
  • Lives the Vigor Values.
  • Coordinates estimates into work plans and work schedules. Ensures labor, materials, and tooling are available to safety and efficiently complete the work.
  • Accountable to hire and train skilled craft personnel to support work across site and properly assign personnel to the work in alignment with production goals, schedule and plan based on skills and abilities. Working closely with HR to obtain/retain diverse people and leading them to be exceptional members of Vigor and as required administer corrective action.
  • Sequencing units of work to meet required delivery dates and maintain project profitability within or ahead of budget. Removes roadblocks identified by Supervisors / Leads and Production workers
  • Partners with the General Manager for overall facility and production performance.
  • Promotes a safe working environment by ensuring the utilization of daily safety briefs. Promoting/enforcing Personal Protection Equipment (PPE), discussing job hazard analysis, accident prevention, and facility and equipment serviceability and function.
  • Accountable for adherence of completed work and worker performance to agreed quality systems, requirements of third party regulations as applicable and to specifications or contracts.
  • Responsible to review and evaluate regularly reported KPIs (weekly, monthly or for other key events or milestones.
  • Coordinates with support services personnel to ensure equipment, facility, inventory, material and other required items are available to support work.
  • Build and effectively lead matrix organization of company employees, consultants, supporting contractors and suppliers to meet program objectives under an integrated product Team framework. Ensure consistent interpretation of specifications and contract requirements among program participants and serve as primary point of accountability to the customer.
  • Plans, estimates, negotiates, staffs, directs the work, and reconciles final billings on assigned projects. As the top decision maker on the project, resolves any internal issues that arise over the productive, safe management of the project. Meets or exceeds customers' realistic expectations for quality, productivity and safety on projects, and manages the customer relationship through any changes in the scope and price of the project to assure continuing customer satisfaction and profitable project closure
  • Make decisions about equipment use, maintenance, modification and procurement
  • Participates in the hiring and selection of employees; monitors and evaluates employee performance and takes progressive and documented corrective actions as needed with the collaboration of Human Resources department
  • Identify and report Condition Found Report (CFR) changes in scope of base work package by initiating/writing the CFR to clearly describe the problem and provide a recommended action/resolution
  • Ensure efficient collaboration and co-ordination between relevant departments including supply chain, logistics and project management
  • Develops key customer contacts and nurtures long-term relationships. Ensures the completion of solid market research in both existing and potential markets to clearly identify from a cost-benefit standpoint the best targets for business growth.


JOB SCOPE:
The position operates within established policies and procedures covering all types of work performed. The individual must have agreement from the VIS General Manger to revise standard work practices regarding safety, environmental rules and revision to work shifts.

The incumbent is held accountable for the overall guidance and consistency across projects to ensure profitable performance of the work is achieved. The incumbent has profit and loss responsibility for his/her projects as well as, a critical role in securing revenue for the Company.

In addition, they will act as a Project Managers as well as work with other Project Managers to develop build strategy plans. Incumbent is responsible for condition, function, safety, operations and compliance of facility and all equipment associated with said facility. Role is accountable for over $10 million dollar in annual revenue.

SUPERVISORY RESPONSIBILITY:The role manages approximately 50-100 craft employees in various skills in numerous work stations and locations in manufacturing shops and field environments. They are accountable for employee training and qualification, ensuring daily maintenance of equipment and upkeep, and other general housekeeping .
They may manage multiple superintendents, supervisors, and various leads responsible for assigned tasks. The role will be required to document corrective actions and conduct performance reviews of staff.

INTERPERSONAL CONTACTS: The individual will interact with other managers and leadership in performance of this role and be required to coordinate scope of work with other company priorities. He/she may be required to communicate at all levels within the organization and will also at times interact with customers on shop floors and in meetings.They interact on a regular basis with military and civilian leaders in the maritime and commercial industry.

KNOWLEDGE SKILLS AND ABILITIES:
  • Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects
  • Must be familiar with budgeting, estimating, planning, scheduling principles and material procurement
  • Must have a working knowledge of, and be familiar with various codes and practices associated with the fabrication, coatings, and marine industry, and be familiar with the resources available to maintain code compliance
  • Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels as well as customers
  • Ability to lead consolidation of multiple locations into a single operation. Critical change management skills will be required.

EDUCATION AND/OR EXPERIENCE:
  • Minimum 10 years of experience in heavy industry, manufacturing, production environment, or project management. Technical bachelor degree preferred.
  • Minimum 5 years of experience in a supervisory / leadership capacity with increasing responsibilities.

PHYSICAL DEMANDS:
Work is conducted in a dynamic, fast-paced manufacturing setting with moderate to loud noise levels from production activity. In total50% normal office environment and 50% of time spent in production areas or visiting customers. He/she must be able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders; to enter confined areas and tanks; or review work at heights. The incumbent must be able to frequently bend, squat, crawl, twist and may be required to lift up to 50 pounds. He/she may be required to work more than 8-hour with occasional weekend work. There may be local travel and out-of-town travel (including air travel) up to 15% of the time with notice.
