SUMMARY:

The Superintendent shall serve as the full-time, on-site representative for CONS GC with complete authority to direct subcontractors, enforce safety and quality requirements, coordinate inspections, and maintain the project schedule. This individual will be responsible for daily supervision, coordination, and documentation throughout the entire duration of the project.

The ideal candidate will bring 10+ years of experience managing projects of similar scope, complexity, and security requirements on federal or military installations, with demonstrated knowledge of NAVFAC and USACE construction standards, EM 385-1-1, and federal quality control procedures.

Location: Shaw Air Force Base, SC (On-Site, Full-Time)

DUTIES AND RESPONSIBILITIES:




  • Serve as the full-time, on-site Superintendent with authority to direct all subcontractors, suppliers, and field personnel.



  • Lead and manage all day-to-day field operations, ensuring work is executed safely, on schedule, within budget, and in strict compliance with contract documents, drawings, specifications, and federal standards.



  • Enforce strict compliance with safety programs, including OSHA and EM 385-1-1, and actively lead safety culture on site.



  • Coordinate and manage multiple trades and subcontractors in a secure, active military environment.



  • Plan and control project sequencing, site logistics, and manpower loading to achieve milestones and schedule commitments.



  • Conduct daily inspections for safety, quality, and progress; proactively resolve issues before they impact cost, schedule, or mission.



  • Maintain complete and accurate daily reports, progress photos, inspection logs, as-builts, and field documentation.



  • Coordinate and support government inspections, QA/QC activities, and acceptance testing.



  • Work closely with the Project Manager, QCM, SSHO, and Government representatives to ensure seamless communication and execution.



  • Lead daily huddles, toolbox talks, and safety briefings, reinforcing accountability, professionalism, and teamwork.



  • Ensure all work complies with NAVFAC and USACE standards, project-specific quality control plans, and contract requirements.



  • Serve as the primary on-site point of contact for the Government and inspectors.



  • Mentor and develop field staff while contributing to the long-term growth of the CONS GC East Coast team.




QUALIFICATIONS:




  • Minimum 10+ years of experience as a Superintendent managing projects of similar scope, complexity, and security requirements on federal or military installations.



  • Project list reflecting a history of projects of no less than $10M each for a total of 10 years.



  • Demonstrated experience with NAVFAC and/or USACE construction standards, procedures, and expectations.



  • Proven knowledge of EM 385-1-1, OSHA regulations, and federal safety programs.



  • Strong background in quality control procedures, inspections, and coordination of multiple trades.



  • Ability to direct subcontractors, enforce safety and quality requirements, coordinate inspections, and maintain schedule authority.



  • Experience working in secure, access-controlled environments (active bases, restricted areas, badging processes, etc.).



  • Fluent in English with strong verbal and written communication skills; capable of effective interaction with Government personnel.



  • Ability to produce clear, accurate daily documentation and field reports.



  • OSHA 30-hour certification required; EM 385-1-1 training strongly preferred.



  • High school diploma required; Bachelor's degree in Construction Management, Engineering, or related field preferred.



  • Valid driver's license and ability to meet all requirements to work on a secure military installation.



  • Strong leadership presence, professionalism, and ability to command respect on site.
