Buckeye Partners is currently seeking a Project Manager - Project Development with the Technical Services group in the Oil & Gas Industry to support our growing team!
Role Summary:
As part of the Project Development team, the Project Manager - Project Development will work with Business Development and other Buckeye stakeholders to evaluate potential project opportunities. They will lead the development of project scopes of work, cost estimates, and schedules as part of the initiation and planning phases of the project lifecycle.
Essential Duties & Responsibilities include:
- Key Functions
- Lead company feasibility efforts inclusive of scope development, engagement with key project stakeholders (internal and external), project budget development and schedule development primarily for growth related opportunities.
- Focus of feasibility efforts will be on ROM, class 5, and class 4 estimates depending on business need. Class 3 estimate support could also be needed.
- Role will focus on both Buckeye pipeline and terminal opportunities.
- Support project estimate reviews before key funding gates including following Project Framework process.
- Key contributor to the risk management process by identifying and mitigating risk potentials to feasibility efforts and the active project portfolio.
- Key liaison with other Technical Services groups (e.g. Supply Chain) for identifying and analyzing strategic sourcing opportunities for various project and portfolio needs.
- Support Project Development team with RCAP Development portfolio management and stakeholder engagement and reporting.
- Member and influencer of Buckeye's Engineering Partners Program (EPP) with a focus on the development and evaluation of quality technical services from service providers within the program.

- Key Professional Skillsets
- Negotiation experience with project agreements and construction contract/subcontract agreements.
- Assist with developing and managing project budgets and project reporting activities using project management software and/or cost accounting software
- Assist with developing the administrative control over projects including establishing a work breakdown structure
- Track and report key performance indicators (KPIs)
- Cost estimate review and analysis
- Assist with contingency allocation based on project risk analyses
- Develop historical cost data for bench-marking purposes
- Maintain and uphold the name and goodwill of the company
Position Requirements:
- Bachelor's degree in engineering, Construction Management, or related field.
- Recommended 10 years direct project experience.
- Background in project design and controls in midstream oil and gas industry is preferred.
- Proven experience and knowledge in project scope development and project execution.
- Must have field experience in order to facilitate and produce construction schedules and interface those construction schedules with engineering and procurement activities.
- Hands-on team player, fostering a sense of team building
- Up to 50% travel
Certificates & Licenses:
- Valid driver's license
- PMP preferred
- TWIC preferred
