Overview

The Section Manager will be responsible for developing and leading the implementation of strategies to ensure System & Transmission Operations (S&TO) operates in full compliance with applicable federal, state and local environmental, health and safety regulations and standards, as well as Company policies, procedures and protocols. The Section Manager will also facilitate efforts in S&TO to achieve a zero-harm culture.

Responsibilities

Core Responsibilities
  • Collaborate with S&TO and select EH&S Sections to ensure S&TO compliance with all SPCC plans, SPDES permit regulations and environmental emergency response procedures where applicable. Support the review and approval of plans and plan administration.
  • Promote a culture that supports high standards, ethical behavior and open communication in all environmental, health and safety compliance activities. Provide oversight on eHASPs for contractors and non-Company personnel.
  • Ensure compliance with environmental regulations and program procedures applicable to S&TO personnel. Investigate incidents to determine root causes and establish corrective action plans.
  • Serve as a liaison to help maintain a good working relationship with the community. Act as spokesperson with agencies including NYSDEC, NYCDEP, USCG, NYFD, USEPA and OSHA.
  • Review work safety practices by conducting frequent inspections of work areas and taking corrective action when necessary to maintain high standards.
  • Support and improve the morale and productivity of EH&S personnel by identifying and resolving work-related problems. Advise personnel-related policies and procedures.
  • Utilize appropriate computer systems (e.g. MAXIMO). Provide reports and respond to inquiries from S&TO. Communicate environmental and safety goals and statistics based on KPIs and company goals.
  • Identify areas for improvements and participate in cross-functional teams as required.
  • Lead S&TO's effort to achieve the Company's commitment to sustainability, safety and environmental excellence.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 8 years related experience or
  • Master's Degree and 6 years related experience
Preferred Education/Experience
  • Bachelor's Degree in Environmental Science, Safety, Engineering, Physical Science, or a related field and experience related to EH&S, Electric Transmission/Distribution, Power Generation, Construction or Substation Operations
  • Master's Degree in Environmental Science, Safety, Engineering, Physical Science, or a related field and experience related to EH&S, Electric Transmission/Distribution, Power Generation, Construction or Substation Operations
Relevant Work Experience
  • Must successfully complete training in the Corporate EH&S Procedures within two years of assignment, required.
  • Must be highly motivated individual, demonstrate a strong Commitment to Excellence, and understand the vital importance of personal accountability, required.
  • Must have excellent organizational skills and ability to successfully complete multiple tasks without compromising quality or timelines, required.
  • Must be able to develop concepts into successful safety and environmental programs, required.
  • Must be able to deliver exemplary customer service and develop a team spirited work environment in support of Con Edison's Corporate Values, required.
  • Must demonstrate proficiency with word processing, spreadsheets and/or an ability to quickly become proficient with database packages including Microsoft Office and MAXIMO, required.

Physical Demands
  • Ability to respond to system emergencies
  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Ability to climb ladders and stairs
  • Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Ability to be approved to wear and use either a full or half-face respirator, without facial hair or other conditions that may interfere with the seal, in accordance with OSHA regulations
  • Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within O&R and CECONY service territory, as needed.
