CIVIL SERVICE TITLE: ADMINISTRATIVE PROJECT MANAGER (M2)

JOB DESCRIPTION

*TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OR REACHABLE ON THE LIST*

This position will lead the Division of Bridges Project Delivery Group and will report to the Division of Bridges Assistant Commissioner of Finance & Performance Management. The Chief Scheduler will be responsible for scheduling oversight for the Division's capital projects program. They will maintain a management information system to provide data for the planning and control for project development; provide input on project time and cost schedules; assist in determining and coordinating the activities required between the persons, agencies and departments responsible for project completion; provide quality review on schedules, reports, and change orders prepared by consultants and contractors to assure conformance with project completion dates; check work performance and prepare management reports highlighting schedule/CPM risks; resolve problems that arise in schedules.
The Chief Scheduler will additionally be responsible for:
-Developing and/or overseeing the development of project baseline Critical Path Method ("CPM") schedules in accordance with developed guidelines;
-Providing support, scheduling assistance, and education to project teams;
-Recommending corrective actions and/or developing recovery plans when project delays are anticipated or occur;
-Assisting in the review and assessment of liquidated damages due to delays;
-In conjunction with the project teams and task owners, developing realistic activity durations based on production rates and available manpower;
-Reviewing and providing input on RFPs and contract language to ensure the division's scheduling problems and risks are addressed;
-Conducting periodic meetings with project teams to review and assess project status, scheduling risks and issues;
-Developing and updating portfolio and program schedules in collaboration with bureau heads and project managers;
-Providing support to In House Design staff by establishing contractual construction performance periods through the development of CPM construction schedules;
-Reviewing contractors' baseline schedules, monthly updates and narratives for reasonableness and contract compliance;
-Reviewing and commenting on contemporaneous and As-Planned vs As-Built delay analyses and contractor delay claims;
-Providing oversight and mentorship to new team members;
-Providing training to in-house staff on Oracle Primavera P6/P3 when needed; and
-Performing other related duties and special assignments as needed.

-Experience preparing monthly project schedule status reports for management;
-Proficient with schedule delay analysis, time impact analysis, and evaluation of overall project progress;
-Ability to work under limited supervision and to handle multiple assignments with limited time constraints;
-Demonstrated personal initiative, responsibility, leadership and flexibility;
-Demonstrate experience in construction project scheduling and analysis;
-Strong organization, writing and communication skills;
-Advanced Proficiency in Microsoft Office - Excel, Access, PowerPoint and Projects;
-Advanced Proficiency in Oracle Primavera P6/P3;
-Ability to drive a motor vehicle if required;
-Project life cycle management, planning, and scheduling; and
-CPM schedule development, analysis and reporting.

ADMINISTRATIVE PROJECT MANAGER - 83008

Minimum Qualifications

1. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.
