Join the HJF Team! HJF is seeking a Chief of Laboratory Operations responsible for directing operations to maximize the effective use of program resources. Further responsibilities include developing and implementing operations plans and evaluating program/Branch efficiencies. This position is a key Executive Leader within the Diagnostics and Countermeasures Branch (DCB), Center for Infectious Disease Research (CIDR) at Walter Reed Army Institute of Research (WRAIR) located in Silver Spring, MD. DCB provides broad-based clinical laboratory services for US Service Members and conducts clinical/diagnostic research for development, evaluation, and deployment of infection detection and monitoring technologies as countermeasures for prevalent and emerging pathogens of US Military and National security interest. The Chief of Laboratory Operations works directly with DCB Leadership, to oversee daily operations, implement near and long term goals and strategic vision in support of highly dynamic and fluid mission requirements, evaluate business practices and risk, develop risk mitigation strategies, and lead organizational change to ensure mission success. The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.
- Serves as DCB Chief of Laboratory Operations with DCB Leadership and Executive Committee, leads organizational change; implements near and long-term goals and strategic vision for DCB missions.
- Oversees major Departments within DCB to include IT, Safety, Quality Improvement and Quality Assurance, Project Management, and regulated laboratories (RAD, HDRL, LDL).
- Evaluates effectiveness of all internal DCB systems and business practices, leads operational improvements with a focus on efficiencies, enhanced productivity, and best management practices.
- Directs daily operations for laboratory groups, working collaboratively with laboratory managers and leads
- In collaboration with the Chief of Staff, reviews/develops annual budgets (SPL/BioR; monitors budgets with DCB Leadership to ensure compliance and that projects are within fiscal targets.
- Reviews agreements for accuracy (CRADAS, MTAs, contracts) to ensure they represent the requirements for both parties and representative of DCB's mission objectives.
- Leads, promotes/fosters environment of collaboration, professionalism, continuous improvements across DCB sections/teams to achieve successful strategic, clinical laboratory, and research mission outcomes.
- Promotes effective intermural and extramural relationships with intramural and extramural military and scientific communities to advance DCB scientific objectives.
- Directs the effective application of DCB human and material resources.
- Directs/mentors junior managers/scientists to ensure milestones are met and within budget constraints.
- Identifies areas of risk and develops/incorporates risk mitigation plans as required.
- Identifies gaps in service; partners with DCB Leadership to implement collaborative partnerships within the scientific community to enhance clinical service delivery; clinical, translational, and public health research; support Force Health Protection and Medical Readiness.
- Directs and participates in the human resource management as required.
- Promotes the use of new technology, new/novel platform/tools to enhance DCB programmatic efficiency and effectiveness.
- Travels to program locations and attends, participates in national/international meetings in support off DCB initiatives/missions, if required.
Supervisory Responsibilities
- Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.
- Supervises administrative, scientific, and technical staff.
Education and Experience
- Master's Degree in Business Administration or a Science related field.
- More than 10 years of experience.
Required Knowledge, Skills and Abilities
- Established record in managing operations for large department, group, or clinical trial network; management of major projects and/or initiatives; building laboratory capacity/services, and managing human and fiscal resources.
- Demonstrated expertise in quality management systems and US regulatory agency requirements for accreditation of laboratory operations (CAP, CLIA, GCLP).
- Demonstrated understanding of application of business principles/practices; strategic planning.
- Knowledge of fiscal and human resource management.
- Strong organizational and interpersonal skills.
- Ability to communicate effectively.
- Demonstrated ability to work independently, manage multiple responsibilities/priorities, prioritize requirements to meet milestones.
- Highly experienced in implementation of clinical trial research, oversight of laboratory operations, and partnership development; extensive experience working in an international/global health environments
- Ability to delegate responsibility and hold others accountable for schedules/milestones in support of missions.
- This position requires that you obtain and maintain a T1/Public Trust background check.
Work Environment
- This position will take place primarily in a laboratory environment.
- This position may require working evenings and weekends. Travel overseas may be required.
Compensation
- The annual salary range for this position is $100,500-$180,000. Actual salary will be determined based on experience, education, etc.
