Job Summary

The Nursing Supervisor provides advanced clinical and administrative supervision 24-hour a day, 7-days a week to the PCS division and to operational areas with nurses outside of PCS. The Nursing Supervisor is responsible for coordinating services for patients, staff, physicians and the general public according to approved hospital and divisional policies, procedures and guidelines and for interacting with other professionals to assure quality care, fiscal responsibility, optimal allocation of resources and accurate timely transmission of information. Assumes responsibility for clinical and administrative functions for Patient Care Services in the absence of the in - house Nursing Administrator. This position acts as the highest-ranking position administrative person on site during the evening, night shifts, weekends and holidays and provides initial response to administrative and clinical issues arising during these hours.

Interprets and reports to the Department Head non-compliance with TJC standards and with Federal and State regulations. Assures safe, effective patient care through collaboration with nurses, physicians, and other health care providers. Participates in quality improvement by identifying, directly confronting and documenting issues which affect the quality of nursing care. Participates in assigned Nursing and Hospital Committee meetings.

Responds to immediate patient and family complaints and takes appropriate action, reporting outcome to the ACNE/AOD, Executive Director and Unit Nurse Director for the area(s), and Risk Management as appropriate. Investigates unusual events and ensures appropriate documentation. Refers specific unit issues to the Unit Director for final resolution. Assess, evaluates, and intervenes as necessary in emergencies or conditions, which threaten staff or patient safety. Makes clinical rounds to areas providing patient services. Assess and assures safety and appropriateness of patient care on all nursing units on an on- going basis. Obtains adequate personnel and supplies to provide essential patient care. Provides experienced nursing consultation.

Advises Bed Control personnel regarding placement to maximize bed use while accomplishing isolation requirements and considering other individual patient and physician needs. Assumes ultimate responsibility for appropriate placement of patients who are placed by the bed control staff. Identifies, in collaboration with Physician, Nurse Unit Director, and Assistant Nurse Managers, patients who can be transferred from ICUs to lower levels of care when beds are needed for urgent admission. Collaborates with department director/manager/designee and physician to resolve problems with unit-to-unit transfers and floor-to-floor transfers, using clinical expertise to assure that patient care needs are met, and hospital resources are maximized. Advises the Medical Office of the Day (MOD) regarding difficulties with acceptance of transfers from outside facilities, availability of various resources both personnel and capacity, and unusual or complex patient, personnel, and/or physical plant problems. Provides support and consultation to hospital staffing personnel during assigned shifts. Promotes a positive public image for UCDH by diffusing crisis involving visitors, patients, outside agencies or the media.
Works in collaboration with Patient Experience, Public Affairs, Risk Management, and the Emergency Preparedness Manager.

Assures adequate staffing for patient care areas. Responds to conflict situations that require immediate intervention. Takes appropriate action to ensure that standards of performance are met. Notifies Nurse Unit Director and/or ACNE and/or AOD as needed of situation and intervention. Acts as a consultant to Assistant Nurse Managers for immediate personnel concerns. Monitors compliance with stablished nursing performance standards. Directly or indirectly supervises all classifications of employees assigned to Patient Care Services on a given shift. Approves request for emergency leave during assigned shift and adjusts nursing assignments as needed to assure safe staffing levels. Assures compliance with provisions bargaining contracts and Staff Personnel policies. Responds to identified learning needs of staff on assigned shift and makes recommendations for/arranges for/provides educational programs.

Monitors the physical environment of the hospital and acts or makes referrals to appropriate Department Head. Collaborates with the Capacity Management Leadership of the Transfer Center, MOD/POD, Nursing Supervisors to manage Transfer Center volume/requests. Advises and consults with AOD, MOD and POD to determine when restrictions of transfers are necessary. Uses escalation pathways for both nursing and medical support as needed. Communicates to the ED and PACU on their daily patient flow and volumes. Collaborates with Clinical Engineering and PO&M to initiate emergency repairs and identify alternatives when usual systems are inoperable. Initiates immediate responses to disasters occurring during assigned shift; procures and coordinates use of personnel supplies and equipment; interfaces with AID, represents hospital administration during early phase of disaster response and acts as Incident Commander.

Completes special products as assigned by Executive Director involving Quality & Safety, investigatory, data collection and/or other duties assigned.

Represents PCS on divisional committees. This position serves patients of all age groups. Maintains flexibility with their work schedule with ability to work overtime, float to other areas and work weekends. The Nursing Supervisor is accountable to the VP & ACNE, Patient Care Services.

Qualifications

  • A valid California Registered Nurse License
  • Minimum of a Baccalaureate degree in Nursing. In addition, Master's degree required in nursing or other related field.
  • Minimum of 3 years' of progressive management and leadership experience
  • Strong interpersonal and communication skills
  • Meets specialty specific clinical competencies for assigned area
  • Working knowledge of applicable Standards of Practice
  • Knowledgeable and proficient in the use of health care technology within specialty area
  • Demonstrates a commitment to customer service and an ability to meet the needs and expectations of patients and health care colleagues.
  • Full command (verbal and written) of the English language.

Preferred Qualifications
