Position summary

Tantus Is seeking a Line of Business (LOB) Manager for the Internet Quality Improvement & Evaluation System (iQIES) program who will leadand overseesupport in the areasofplanning, organizing, managing, coordinating, and tracking of multipleprograms' operations andprojectsfrom planning to completion.This includes schedule management, report management, cost/schedule/performance monitoring, and risk and issue management. The LOB Manager works closely with our federal counterpart to understand and fully support the program needs by bringing value through systems and projects. The LOB Manager must coordinate across an Integrated Product Team (IPT) consisting of application developers, requirements teams, helpdesk, infrastructure support, and other specialized stakeholders to deliver program support in a coordinated and clearly communicated fashion.

What will you do in this role?

  • Understandall the activitieswithin the line of business (LOB) and ensurecoordinated action among allprograms andprojects within that LOB.
  • Understand SAFe and provide appropriate support and personnel to assure success of the Agile Release Train (ART).
  • Provide management, development, and supervision to a team of up to 15 program and product managers. Coach and mentor resources; resolve performance issues; provide performance feedback in scheduled reviews; manage time sheetsfor direct reports; manage work quality, work allocation, and work satisfaction for the LOB Team. Maintain position descriptions and conduct interviews for new team members as necessary.
  • Establish relationships and communication channels with the CMS customers.
  • Integrateplans across thevarious programs and products, and understandactivities and processes occurring outside the LOB that may impact smooth operation of the LOB.
  • Communicateacross the Integrated Program Team to ensure coordination of Agile ceremonies, program increments, product artifacts, product demos, and other activities.
  • Ensurestandardizationisestablished bythe contract and/orCMS is followed across all programs; correctsand reportson any issueswith deviation from the standardization.
  • Facilitateinformation sharing and coordination across programs/products, includingprogram-level team meetings, management meetings, status meetings, and other ad hoc meetings.
  • Design, develop,contributeto,and maintainprogramand projectmanagement-related documents whichcouldinclude but are not limited to: program charter, program process agreement, program roadmaps, risk register, issues list, action items, decision log, retrospective logs.
  • Communicatewith other contractors to solveissues and ensure alignment of priorities.
  • AnalyzeLOBpain points and gaps and make process improvement recommendations; implement recommendations as required;Establishand maintaina repository ofLOB-related documents.
  • Providead-hoc reports to address topics or issues as requested by ISG management. These include but are not limited to white papers, options papers, executive summaries, SBARs (Situation, Background, Assessment/Alternatives, and Recommendations).
  • Communicatefrom a program level with CMS staff on various topics including but not limited to meeting topics, status reports, risk, issues, mitigation strategies, release planning, etc.
  • Performquantitative and qualitative risk analysis of identified risks on a schedule determined byCMS.
  • AssistCMSmanagement and staff in preparing responses to positive and negative risks, opportunities, or threats.
  • Documentlessons learned prevention plan or exploitation plan from resolved risks and issues or opportunities in an accessible manner for the use ofCMSstaff and stakeholders.
  • Serveasstrategic partner withCMSanddrive programstowardoverall strategic objectives.
  • Contributeto Tantus Corporate Business Development efforts, to include planning, evaluating and responding to Requests for Information (RFI) and Request for Proposal (RFP) from various government agencies as well as contract management documentation such as the Award Fee Self-Assessment and PMR reporting as requested.

What do you need to succeed in this role?

  • 10 years in program management, managing multiple projects.
  • 3-5 years project management experience minimum.
  • Experience working acrossintegrated programteams.
  • Federal government agency work experience. Preference within CMS iQIES
  • Understanding of CMMI ML3 processes preferred.
  • Experience working with agile implementations.
  • Strong analytical experience and experience putting in place new processes/procedures to enhance business functions.
  • Ability to coordinate a team and provide direction for their personal development.
  • Demonstrated skill in the management and control of schedule, funds, and resources.
  • Demonstrated ability in managing complex programs and multiple projects at the same time.
  • Demonstrated ability to manage project risks and issues.
  • Excellent client and team building skills.
  • Excellent verbal and written communication skills.

In compliance with this state's pay transparency laws, the midpoint of the salary range for this role is $155,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
