Savannah River National Laboratory (SRNL) is seeking to hire a Senior Manager of Subcontractor Management & the Subcontractor Technical Representative (STR) Program. The Senior Manager provides enterprise-level leadership for the SRNL's subcontract technical oversight framework. This role establishes governance, standards, and performance expectations for subcontract execution across facilities, maintenance, construction, and technical services.

The Manager ensures subcontracted work is planned, executed, monitored, and closed out in full compliance with DOE requirements, Laboratory prime contract obligations, and federal acquisition regulations. This position serves as the institutional authority for STR delegation, subcontract performance oversight, and risk management related to subcontracted work.

Enterprise Subcontract Management Governance

  • Establish and maintain the Laboratory's Subcontract Management Program framework in coordination with Procurement and Legal.
  • Define roles, responsibilities, authorities, and interfaces between Procurement, STRs, Project Managers, and line organizations.
  • Ensure subcontract technical oversight complies with:
    • DOE Orders and directives
    • FAR/DEAR requirements
    • Prime contract flow-down requirements
    • Laboratory policies and procedures
  • Develop and maintain institutional procedures for subcontract surveillance, performance evaluation, and documentation.
  • Ensure appropriate delegation and training of STR authority.
  • Oversee subcontract lifecycle integration, including planning, execution, performance monitoring, and closeout.

STR Program Leadership

  • Lead and supervise the Laboratory's STR workforce supporting maintenance, construction, and technical service subcontracts.
  • Establish qualification standards, training programs, and continuing education requirements.
  • Standardize surveillance methods, field observation practices, and performance reporting.
  • Conduct periodic effectiveness reviews of STR performance and oversight rigor.
  • Ensure consistency in documentation and audit readiness.

Performance & Risk Management

  • Monitor subcontractor performance across safety, quality, cost, schedule, and technical execution.
  • Establish performance metrics, dashboards, and trending analysis to identify systemic risks.
  • Lead resolution of significant subcontract performance issues and coordinate corrective actions.
  • Support DOE Site Office interactions regarding subcontract oversight.
  • Ensure risk-based oversight approaches are applied to high-hazard and mission-critical work.

Compliance & Audit Readiness

  • Serve as the Laboratory point of contact for subcontract oversight during DOE oversight reviews, Internal assessments, External audits, and Readiness reviews
  • Address findings related to subcontract management and STR performance.
  • Maintain program documentation to demonstrate compliance and effective oversight.

Strategic & Organizational Leadership

  • Partner with Facilities, Engineering, Projects, Nuclear Safety (as applicable), ES&H, Quality Assurance, Security, and Procurement leadership.
  • Provide input into acquisition planning and subcontract strategy development.
  • Promote a culture of accountability, disciplined operations, and proactive oversight.
  • Identify opportunities to improve subcontract efficiency, reduce risk exposure, and strengthen performance accountability.

Minimum Qualifications:

  • Bachelor's degree in Engineering, Construction Management, Industrial Technology, Business Administration, or related field.
  • 12+ years of experience in subcontract management, facilities operations, construction oversight, maintenance management, or related technical environment.
  • 5+ years of management or supervisory experience.
  • For ability to obtain and maintain a security clearance, US Citizenship is Legally Required
  • Demonstrated knowledge of:
    • DOE contract environment
    • Subcontract lifecycle management
    • Technical oversight and surveillance practices
    • Work control and Integrated Safety Management
    • Federal acquisition and flow-down requirements
  • Experience leading cross-functional teams in a regulated environment.
  • Strong leadership, analytical, and communication skills.

Preferred Qualifications:

  • Experience at a DOE or NNSA site.
  • Familiarity with DOE Orders such as:
    • DOE O 226.1 (Oversight)
    • DOE O 433.1 (Maintenance Management)
    • DOE O 414.1 (Quality Assurance)
    • DOE O 422.1 (Conduct of Operations)
  • Experience supporting nuclear or high-hazard facility operations and industrial/commercial operations.
  • Professional certifications (PMP, PE, CCM, CQM).
  • Experience implementing performance management systems or enterprise governance programs.

Work Environment

This role requires engagement across both office and field environments within industrial and laboratory settings. Periodic extended hours may be required to support critical operations, outages, or emergent subcontract performance issues.
