Minimum Qualifications

Bachelor's degree in a related field or equivalent plus 10 years of professional experience to include 3 years of supervisory experience

Preferred Qualifications

  • Knowledge of practices and procedures related to payroll administration
  • Knowledge of time reporting laws and policies
  • Experience with PeopleSoft based HCM software, or other HRMS software programs
  • Experience processing payroll in a Higher Education setting
  • Experience with timeclock management
  • Experience with account reconciliations
  • Experience with retirement systems such as TRS, ERS, and GDCP


Position Summary
Reporting to the Director of Payroll, the Associate Payroll Director manages and supervises the daily operations of professional staff of the Payroll department. This position ensures that the staff complete all activities related to processing biweekly and monthly payrolls in a timely and accurate manner. This position assists departmental personnel with complex issues related to processing the payroll and also coordinates and conducts training sessions.
This position is responsible for high level professional accounting, reconciliation, and payroll tax functions, which includes system administration, system configuration and setup, detailed excel reporting, and coordination between UGA Finance, UGA HR, the Shared Services Center, and the University System of Georgia. Responsible for overseeing the administration process for the collection, editing, processing, and distribution of time and attendance information required by the time and labor module, and ensuring that data flows correctly into the payroll module.
This position will stay abreast of Payroll and Time/Attendance laws and regulations, and works with the Director to ensure UGA remains in compliance. Consults with academic and administrative departments concerning the importance of payroll, time, and attendance requirements, and aids in providing feedback information to them.
Knowledge, Skills, Abilities and/or Competencies
Knowledge of IRS regulations associated with tax reporting. Knowledge of FLSA and federal timekeeping regulations, as well as institutional timekeeping and payroll policies. Experience with spreadsheet, querying, and word processing applications.

Documents, tests and performs data analysis on payroll and time & labor data. Ensures pay groups and earnings codes are used appropriately for reported work time and other time reporting categories. Helps to ensure payments to employees are correct and in line with federal, state, and institutional policies.
Oversees the time administration process for the collection, editing, processing and distribution of time and attendance information required by the time and labor system.
Responsible for recommending and implementing new operational methods to improve flow, collection, editing, processing and distribution of payroll and time & labor processes.

Coordinates with Payroll Director to communicate updates and system changes to the campus community.
