As the web manager, reporting directly to the IT Program Director, you will lead a talented team of web architects utilizing technologies such as Drupal, SharePoint Online, and Microsoft Power Platform to shape and execute web strategies across DPWES business areas, including Stormwater, Wastewater, Solid Waste, and Capital Facilities. With a proactive mindset, you'll seek opportunities for continuous improvement and be unafraid to dive into hands-on work when needed.

The director's office provides support for all business areas of DPWES. Responsible for communication and public engagement, information technology, safety, emergency planning, and human resource policy oversight, the director's office is foundational for the department's success in delivering quality and equitable services to our community.
Key Responsibilities
- Public Website Management: Develop, maintain and optimize the DPWES public website, ensuring functionality, consistency, user-friendliness, and alignment with organizational objectives.
- Intranet Leadership: Design and manage SharePoint Online-based intranet platforms, enhancing internal collaboration and content-sharing capabilities.
- Web Project Management: Lead website and intranet projects from inception through delivery, ensuring timely delivery and technical excellence.
- Metrics and Analytics: Utilize tools like Google Analytics, SiteImprove, and Microsoft BI to analyze user behavior and website performance, publishing to drive platform improvements.
- Web Design and Development: Build and update webpages, interactive forms, and workflows that meet organizational and stakeholder needs.
- Compliance: Ensure all web platforms adhere to accessibility standards, branding guidelines, and county policies.
- Team and Stakeholder Collaboration: Supervise and mentor web architects, build relationships with internal stakeholders, and act as a liaison with other departments.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Completion of an associate's degree with course work in computer science or graphic arts; plus internet/intranet experience that is demonstrated by the completion of at least three projects using platforms and technologies listed in the preferred qualifications section of the job announcement, or three years of ongoing internet/intranet development or support tasks. An industry recognized certification may be substituted for some of the experience that is required.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Bachelor's degree in information technology, computer science, or a related field.
- At least 5 to 7 years of hands-on experience building and managing websites using Drupal, including module development, theming, and creating interactive web forms.
- At least 5 to 7 years of hands-on experience designing SharePoint Online-based intranet websites, including creating lists, document repositories, Nintex workflows, and interactive Nintex web forms.
- At least 3 to 5 years of demonstrated experience in leading and supervising a web architect or developer team, preferably in public service.
- Proven advanced knowledge of web development technologies such as HTML, CSS, and JavaScript.
- Experience utilizing and integrating Microsoft Power BI to create engaging dashboard visualizations.
- Familiarity with Microsoft Power Apps and Power Automate.
- Expertise with WCAG standards and experience ensuring web accessibility compliance.
- Proven experience managing web projects, building customer relationships, and translating business requirements into effective web solutions.

Ability to access, input, and retrieve data from a computer is essential. Ability to sit for long periods of time. Ability to use a computer. All duties performed with or without reasonable accommodations.
