Allegheny Science & Technology (AST) is seeking a Program Analyst - Presidential Permits, Export Authorizations, and Federal Permitting Programs to support our team in Washington, D.C. The Program Analyst provides technical, regulatory, and analytical support to the Department of Energy's (DOE) Office of Electricity's (OE) Federal Permitting Team in the administration of cross-border electric transmission permitting and electricity export authorization programs. This role supports the review, coordination, and issuance of Presidential Permits pursuant to Executive Order 10485, electricity export authorizations under Section 202(e) of the Federal Power Act, and compliance activities under the Power Plant and Industrial Fuel Use Act (FUA).

The Program Analyst works closely with federal staff, interagency partners, and applicants to analyze applications, coordinate review processes, and develop decision documentation that supports timely and transparent permitting determinations. The role contributes to regulatory analysis, program documentation, Federal Register publications, and program communications while supporting project schedules and coordination processes across DOE and partner agencies.

Core Areas of Support:

Presidential Permit and Export Authorization Program Analysis

The Program Analyst supports the Federal Permitting Team in the review and processing of applications related to cross-border electric transmission facilities and electricity export authorizations.

Responsibilities include:



  • Reviewing Presidential Permit and Export Authorization applications and supporting documentation to assess completeness, technical sufficiency, and alignment with statutory and regulatory requirements.
  • Assisting DOE staff in evaluating whether applicants demonstrate sufficient generating resources to sustain exports while maintaining adequate resources to meet domestic firm supply obligations.
  • Supporting development and maintenance of project schedules and internal routing timelines associated with permit and authorization decisions.
  • Drafting Federal Register Notices (FRNs), decision memoranda, transmittal letters, orders, and other supporting documentation for Presidential Permit and Export Authorization actions.
  • Preparing favorable recommendation requests and supporting materials for interagency coordination with the Department of State and Department of Defense.
  • Managing document routing, coordination, and publication processes supporting regulatory decision-making.
  • Preparing responses to stakeholder inquiries, intervenor requests, extension orders, rescission orders, and other ad hoc documentation as required.
  • Coordinating with web management teams to ensure timely publication of program materials and maintaining accurate information on DOE's public website.
  • Conducting periodic website audits to ensure regulatory documents and program information are published correctly and maintained in accordance with program standards.
  • Supporting development of program guidance and regulatory documentation related to updates to 10 CFR Part 205, including preparation of new guidance following implementation of a Direct Final Rule.


Presidential Permit Project Analysis and Coordination

The Program Analyst provides analytical and coordination support for Presidential Permit applications associated with international electric transmission facilities.

Responsibilities include:



  • Reviewing Presidential Permit applications and supporting coordination with project proponents and federal staff throughout the review process.
  • Developing project timelines covering application review, interagency coordination, internal approvals, and publication milestones.
  • Drafting Federal Register Notices, internal memoranda, orders, and related correspondence supporting permit decisions.
  • Supporting document preparation and coordination for internal and external communications related to Presidential Permit determinations.
  • Tracking permit review progress and maintaining documentation records to support program transparency and accountability.


Power Plant and Industrial Fuel Use Act and Federal Permitting Program Support

The Program Analyst supports DOE activities related to the Power Plant and Industrial Fuel Use Act (FUA) and other federal permitting initiatives.

Responsibilities include:



  • Assisting with preparation and publication of Federal Register Notices related to FUA certifications and other federal permitting actions.
  • Conducting research and analysis on regulatory developments, permitting trends, and program performance metrics.
  • Supporting development and maintenance of program tools, resources, and documentation that enhance permitting efficiency.
  • Maintaining program tracking systems, schedules, and reporting mechanisms supporting program oversight.
  • Supporting stakeholder engagement activities, including coordination with federal agencies, industry stakeholders, and internal DOE offices.
  • Assisting with development of technical guidance materials, training resources, and communications related to federal permitting programs.
  • Supporting program evaluation activities, including analysis of permitting timelines, regulatory processes, and policy improvement opportunities.


Required Qualifications:



  • Bachelor's degree in a related field and 4-9 years of relevant experience; additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
  • The successful candidate will demonstrate strong regulatory analysis, project coordination, and technical writing capabilities within the energy or federal permitting environment.
  • Demonstrated experience coordinating complex regulatory or permitting processes involving interdisciplinary teams.
  • Experience drafting energy-related regulatory decisions, proposed orders, or determinations at organizations such as the Federal Energy Regulatory Commission (FERC), state public utility commissions, or comparable regulatory entities.
  • Knowledge of federal permitting processes and regulatory frameworks affecting energy infrastructure projects.
  • Strong legal or regulatory writing skills, including experience drafting memoranda, orders, and Federal Register notices.
  • Familiarity with electricity markets, power marketing entities, and cross-border electricity transactions.
  • Strong copy-editing and document quality assurance skills.
  • Demonstrated experience coordinating document routing, approvals, and publication processes under tight deadlines.
  • Excellent written and verbal communication skills with the ability to convey complex information clearly and concisely.

We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $106,000 - $137,000.
