Job Description:
- The NYC Public Schools (NYCPS) is seeking a results-driven and experienced Lead Anti-Vaping project management consultant to oversee the strategic implementation of the citywide anti-vaping agency plan. The Lead Consultant will coordinate the comprehensive prevention and intervention strategy across departments, schools, and community partners, ensuring alignment with New York State Attorney General settlement guidelines and the NYC Cares initiative.
- This position will provide senior level technical guidance and programmatic leadership to a team of consultants, including field-based implementation consultants and a marketing and communications consultant, to advance anti-vaping efforts across all NYCPS schools and districts. The Lead Consultant is responsible for the anti-vaping program implementation and technical support; cross-agency and community coordination; comprehensive public facing communication strategy; program monitoring, evaluation and reporting; administrative and operational oversight.
- The Lead Consultant will work closely with Substance Abuse Prevention and Intervention Specialists (SAPIS), teacher-coaches, school principals and administrators, external partners, and collaborate regularly with the Office of Safety and Youth Development (OSYD) teams, including budget and purchasing, event and professional learning, partnerships and policy, reporting and systems, and wellness policy and promotions teams. The Lead Consultant will serve as a core liaison for all programs and partners related to vaping prevention efforts and will ensure that prevention education, family engagement, student-led campaigns, and public communications are impactful, equitable and sustainable.
Role & Responsibilities:
Strategic Leadership & Oversight:
- Lead the strategic planning and execution of NYCPS's multi-tiered anti-vaping prevention and intervention plan across schools, districts, and communities.
- Oversee, supervise, and provide direction to all OSYD anti-vaping consultants, including:
- Field-Based Implementation Consultants, who provide field support, training, and implementation monitoring.
- Facilitate weekly check-ins and strategy meetings with consultant teams to monitor progress, resolve challenges, and ensure coordination.
- Ensure integration of anti-vaping efforts across Office of School Wellness Programs (OSWP) and OSYD programming, in collaboration with Department of Health and Mental Hygiene (DOHMH) and other interagency partners.
Cross-Agency and Community Coordination:
- Serve as the primary liaison for cross-departmental and interagency collaboration (e.g., DOHMH, FACE, DSL Chiefs, Community Schools).
- Coordinate integration of anti-vaping messaging and resources into other wellness initiatives.
- Collaborate with community-based organizations to align service delivery, training, and family engagement with anti-vaping goals.
Program Implementation & Technical Support:
- Guide implementation of evidence-based curricula (e.g., CATCH My Breath) in grades 5-12 in coordination with Health Education and SAPIS staff.
- Support integration of student-designed campaigns into schools and communities, ensuring cultural responsiveness and accessibility in all NYCPS-supported languages.
- Ensure that field-based consultants provide timely, accurate, and relevant technical assistance to school and district teams.
Campaign and Communications Strategy:
- Supervise the development and execution of a comprehensive public-facing communications strategy in partnership with the Marketing and Communications Consultant.
- Oversee creation, approval, translation, and distribution of campaign materials across digital, social, print, and school-facing platforms.
- Ensure consistency of messaging, branding (NYC Cares), and accessibility standards across all campaign assets and events.
Monitoring, Evaluation, and Reporting:
- Develop and maintain systems for monitoring consultant activities, deliverables, and performance metrics.
- Lead regular analysis and synthesis of program data to assess implementation quality, outcomes, and opportunities for improvement.
- Provide formal reports and briefings to OSWP and OSYD leadership, highlighting program impact, best practices, and recommendations.
Administrative and Operational Leadership:
- Manage work plans, timelines, and deliverables for all consultants and key initiatives within the anti-vaping strategy.
- Ensure efficient tracking of resources, contracts, vendor deliverables, and translation services in coordination with relevant departments.
- Assist in the preparation of grant reports, stakeholder presentations, and executive-level updates.
Preferred Qualifications:
- Master's degree in Public Health, Education, Youth Development, Communications, or a related field preferred.
- Experience working in NYC public schools or in youth development, wellness, or health education programs.
- Experience working within NYCPS, including knowledge of OSWP and OSYD structures, OASAO, Wellness Policy, and NYSED standards.
- Familiarity with public education campaign design, field training models, and data-driven evaluation tools.
- Familiarity with anti-substance use prevention frameworks such as CATCH My Breath, INDEPTH, and youth peer leadership strategies.
- Strong project management skills with ability to handle multiple priorities in a fast-paced, collaborative environment.
- Excellent interpersonal, communication, and facilitation skills; ability to work across departments and build relationships with diverse stakeholders.
- Knowledge of NYCPS structures and commitment to equity and student voice in public education.
- Bilingual/multilingual fluency strongly preferred.
Experience Requirement:
- 7-10 years total relevant experience.
- At least 5+ years in project or program management leadership.
