Scope of Work:

The Proposal Manager Level III is a senior-level position responsible for leading the company's largest and most strategic bids. This individual possesses an unparalleled understanding of the federal contracting landscape and acts as a strategic advisor to executive leadership. They are responsible for driving the overall proposal strategy, managing key relationships, and ensuring the long-term success of the company's proposal function.

This position will support our Information Technology. Engineering & Professional Services (ITEPS) branch of business. The ideal candidate is a strategic, detail-orientated leader with a proven track record of managing complex, high-value proposals in the government contracting space. They thrive in fast-paced, deadline-driven environments and are skilled at coordinating with business development, contracts, pricing and technical teams to ensure alignment with solicitation requirements.

Responsibilities:

  • Lead and oversee the company's most critical and high-value proposal efforts, often involving complex, multi-million or billion-dollar contracts.
  • Act as a senior strategic advisor to the executive team, providing expert guidance on bid decisions, proposal strategy, and market trends.
  • Manage and mentor an entire proposal team, including Proposal Managers, Specialists, and Coordinators, fostering a culture of excellence and continuous improvement.
  • Develop, refine, and enforce proposal processes, standards, and best practices across the organization.
  • Lead all aspects of the proposal lifecycle for strategic bids, from initial capture activities through final submission and post-award debriefs.
  • Represent the company in discussions with partners and key government stakeholders during the proposal phase.
  • Responsible for the final quality and compliance of all assigned proposals.
  • Adhere to company policies and procedures.
  • Perform other duties as assigned.

Requirements:

  • Bachelor's degree is required; a Master's degree is highly preferred.
  • 10+ years of experience managing government proposal efforts, with extensive experience leading large-scale, strategic bids.
  • Mastery of the federal acquisition process, FAR, and DFARS, including a deep understanding of complex contract types and evaluation criteria.
  • Proven track record of winning multiple high-value, strategic contracts.
    • Verifiable wins as lead proposal manager for US Department of Defense / Department of War and USG Civilian Agencies in excess of $100M; must be prepared to verify wins / win record.
  • Exceptional leadership skills with a proven ability to lead and inspire large, diverse teams.
  • Excellent executive-level communication, negotiation, and interpersonal skills.
  • Strong writing / technical writing skills; etc.
  • Experience with and in-depth knowledge of the tribal 8(a) program and experience working within a Native American tribally-owned company.
  • Extensive experience with proposal management software and advanced document production tools.
    • In-depth knowledge of and experience with Sharepoint, utilization of CRM systems, and other Business Development/Proposal Management software / platforms.
    • Experience with / in-depth knowledge of current proposal management software (e.g., ENSIS, Visible Thread, etc.

Physical Demands / Work Environment:

  • May require extended hours during critical proposal periods.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Regular use of hands and fingers for typing, writing, and handling office equipment.
  • Ability to occasionally walk, reach with hands and arms, and stoop or kneel.
  • May occasionally lift or move objects up to 25 pounds (e.g., files, office supplies).
  • Clear vision to read documents on computer screens.
  • Ability to communicate effectively in person, by phone/video meeting, and email.
