ASSISTANT PROGRAM SUPERVISOR


Washington County, located in West Bend, Wisconsin has an excellent opportunity for a full time Assistant Program Supervisor with our Human Services Behavioral Health Division Under the direction of the Outpatient Services Program Supervisor, this position provides clinical leadership and supervision within the Outpatient Behavioral Health Unit. Responsibilities include direct supervision of clinical staff, monitoring fidelity to evidence-based practices, ensuring compliance with applicable regulatory standards including Wisconsin DHS 75, and supporting high-quality behavioral health treatment services.
This position provides clinical supervision and consultation to staff providing mental health and substance use disorder services and maintains a reduced therapy caseload to remain actively engaged in clinical practice and meet the service needs of the clinic.

Duties/Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Provides direct clinical supervision to outpatient behavioral health clinicians in accordance with Wisconsin DHS 75 requirements.
Conducts side-by-side supervision, case consultation, and clinical coaching to support effective treatment delivery and professional development of clinical staff.
Ensures clinical services are delivered in compliance with applicable regulations including Wisconsin DHS 75, Medicaid standards, and agency policies.
Reviews and approves treatment plans, clinical documentation, and service records as required to ensure quality, accuracy, and regulatory compliance.
Monitors fidelity to evidence-based practices and supports clinicians in maintaining adherence to approved treatment models.
Provides clinical consultation regarding complex cases, treatment planning, and service coordination.
Maintains a therapy caseload equivalent to approximately 25-50% of total position time.
Facilitates clinician meetings and other clinically focused team meetings to support program development, clinical quality, and shared learning.
Assists with onboarding, training, and mentoring of new clinical staff.
Supports staff in maintaining professional licensure and credentialing requirements consistent with DHS 75 standards.
Participates in clinical quality improvement initiatives, including chart reviews and clinical practice evaluation.
Assists the Program Supervisor in identifying opportunities to improve clinical services and integrate evidence-based practices.
Supports coordination of mental health and substance use disorder services to ensure integrated treatment delivery.
Maintains accurate and timely documentation within the electronic health record.
Provides clinical support to staff during crisis situations or complex client needs.
Performs other duties as assigned, including responding to an emergency event.

Works under the general supervision of the Outpatient Services Program Supervisor.

Provides direct clinical supervision and guidance to outpatient behavioral health clinicians and other clinical staff as assigned.

Decision Making:
Makes independent clinical supervision decisions within professional practice standards, regulatory requirements, and agency policies. Collaborates with the Program Supervisor regarding program operations, staffing needs, and policy implementation.

Interaction:
Frequent interaction with clinical staff, other Human Services units, community partners, healthcare providers, courts, and external service agencies to support coordination of behavioral health services.

Essential Knowledge and Abilities:
Extensive knowledge of behavioral health treatment practices including mental health and substance use disorder services.
Knowledge of Wisconsin DHS 75 administrative code and related regulatory standards governing outpatient behavioral health services.
Knowledge of clinical supervision practices, evidence-based behavioral health treatment models, and quality improvement principles.
Ability to provide effective clinical leadership, mentorship, and consultation to staff.
Ability to interpret and apply regulatory standards and agency policies to clinical practice.
Ability to manage multiple responsibilities, prioritize tasks, and support staff development.
Strong interpersonal, communication, and problem-solving skills.
Ability to interact tactfully and effectively with clients, staff, and community partners.
Must be able to safely perform essential job functions with or without reasonable accommodation.

Training and Experience:
Master's degree in Social Work, Counseling, Psychology, or closely related behavioral health field required.
Licensed or license-eligible behavioral health professional in the State of Wisconsin (LCSW, LPC, LMFT, or equivalent).
Minimum of three years of clinical behavioral health experience required.
Experience providing clinical supervision or clinical leadership preferred.
Experience working in outpatient behavioral health settings.
Familiarity with evidence-based treatment models, with training and/or certification in any of the following models strongly preferred: Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), Parent-Child Interaction Therapy (PCIT), Dialectical Behavior Therapy (DBT), and Eye Movement Desensitization and Reprocessing (EMDR).
Knowledge of electronic health record systems and behavioral health documentation standards preferred.
