Job Title: IT Manager-Special Projects Position Overview: The Manager of Special Projects will be responsible for managing and overseeing the data collection, analysis, proposal development, grant writing, and Business Case Analyses (BCAs) to fund strategic IT initiatives and opportunities that lead to improving Bollinger's competitiveness, readiness and operational efficiency. The ideal candidate has experience producing high-quality narratives, data packages and decision-support documentation for leadership and government partners. They feel comfortable collaborating and communicating with all IT pillars and key business leaders to create clear, defensible data-supported proposal content. Initial projects will focus on funding potential for AI Initiatives, CMMC 2.0 Certification Readiness and ERP Implementation. Key Responsibilities: Funding Proposals and Strategic Investments: o Lead end-to-end proposal lifecycle o Identify relevant grant/funding contract opportunities; maintain knowledge of federal and state funding priorities that would promote strategic IT modernization (e.g., DoD, DOE, NSF, economic development offices) o Draft compelling narratives, budgets, data justifications and measurable outcome projections for application packages. o Develop high-quality Business Case Analyses (BCAs) evaluating costs, benefits, alternatives, and expected ROI to justify proposed solutions and strategic IT initiatives o Align proposals to agency priorities and required formats o Support leadership decision-making with clear, data-driven recommendations AI Initiatives: o Work with Key Business leaders and Business Relationship Management (BRM) team to identify ROI for their business case(s) o Lend applicable expertise to support Data Team and Business Leaders with data collection and agent development CMMC 2.0 Certification: o Work with CyberSecurity team and Government and External Affairs team to build attractive proposal to obtain funding to help offset costs to prepare for and obtain CMMC 2.0 certification. ERP Implementation: o Work with ERP Core team, Stakeholders, SMEs and Process Owners to develop an actionable ROI with quality measures of success. o Work with previously mentioned team and Government and External Affairs team to build an attractive proposal to obtain funding to help offset costs to implement a new consolidated ERP across all Bollinger business lines and locations. * Other Strategic IT Initiatives as identified by leadership. Qualifications: Education: Bachelor's degree or equivalent experience in Engineering, Information Systems, Business, Data Science or related field. Experience: Minimum of 3 years of experience in proposal preparation in regulated industries. Exposure to Engineering/Estimating datasets. Skills: o Demonstrated success leading government proposals with technical and cost volumes. o Strong data literacy and analytical reasoning skills including requirements definition, data collection plans, quality metrics, and familiarity with analytics platforms (e.g., Power BI, Excel/Power Query, SQL, or Python). o Exceptional writing and synthesis skills; able to translate complex technical content into clear, compliant, effective proposal narratives. o Strong stakeholder management; adept at leading cross-functional teams in strategic projects under tight deadlines. o Familiarity with FAR/DFARS, ITAR and EAR concepts and language relevant to proposals. Attention to detail and compliance awareness. o Technical, Government Proposal, and/or Grant writing experience (e.g., DoD, DOE, NSF, state programs - Louisiana and Mississippi preferred) o Knowledge of federal funding mechanisms or defense acquisition language. Research and opportunity analysis. o Excellent communication and interpersonal skills. Clear, concise communication for executive and government audiences. o Strong analytical and problem-solving abilities.
