The Analytics, Performance & Management Unit (APM) within the Executive Division at the New York City Department of Transportation seeks to hire a Director of Data Science and Governance. Reporting to the Assistant Commissioner of APM, this role will lead the agency's data science and advanced analytics portfolio while standing up and operationalizing a comprehensive data governance framework, aimed at increasing data discoverability, accessibility, quality, traceability and security.

This position sits at the intersection of analytics, technology, and policy, and will play a central role in advancing DOT's data-driven decision-making, AI and Machine Learning capabilities, and enterprise data management practices. The Director will be responsible for developing predictive and statistical models, overseeing computer vision applications for infrastructure intelligence, and ensuring that data across the agency is discoverable, reliable, secure, and actionable.

Examples of current projects in this position's portfolio include, but are not limited to:
-Managing the agency's Automated Condition Assessment Project (ACAP) for roadways and pavement markings using AI/ML and computer vision
-Modeling performance and revenue for the Automated Enforcement Program
-Supporting the Sustainable Delivery Unit in developing data models for monitoring and enforcement of third-party delivery platforms (e.g., Uber Eats, Grubhub)

The position will also play a leadership role in advancing DOT's Data Governance Initiative, including establishing standards, policies, and workflows in coordination with IT, Legal, and program units.

This role will directly supervise two full-time and two part-time data analysts.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to datacenter engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,

2. A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to datacenter engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,

3. Education and/or experience which is equivalent to "1" or "2" above.


Preferred Skills
Candidates will ideally possess the following skills and experience:
-Using Python for data transformation and statistical modeling
-Writing complex SQL queries
-Understanding of machine learning methodologies
-Extensive use of Excel including advanced functions
-Experience with cloud data platforms (e.g., Snowflake, Azure) and data governance or data catalog tools
-Experience and comfort with public speaking and leading meetings
-Excellent writing skills
-8+ years working in a technical/data related field
-5+ years working with/for government agencies OR experience in the transportation field
