Construction Project Manager - Part-Time - Up To 29 hours per week

POSITION DESCRIPTION
This position plays a key role in the successful execution of projects on site with the FTDC, as well as its subsidiaries (Tule Enterprises), and the project construction team and is primarily responsible for advocating for the best interests of FTDC and its subsidiaries, by overseeing the construction project during all phases, as well facilitating the timely execution of decisions directly affecting the project schedule, quality of our work, and the overall satisfaction of FTDC and its subsidiaries.
This position is up to 24 months to include temporary and permanent facilities design, site work, and construction (may be extended if other projects arise).
DUTIES & RESPONSIBILITIES
- Assisting with evaluating or contracting professional services for both temporary and permanent needs of the FTDC and/or its subsidiaries.
- Assist with determining the appropriate delivery method for the proposed project (e.g., design/bid/build, design-build, cost plus with a guaranteed maximum, CM/GC, etc.).
- Assist with selecting the appropriate contractors/consultants through a Request for Qualifications (RFQ) and/or Request for Proposals (RFP) process.
- Assist with collection of information required by the FTDC and/or its subsidiaries and/or any other applicable governmental/regulatory agency.
- Review, comment, and assist in managing contracts between the selected vendors and the FTDC and/or its subsidiaries for services to be performed, as well with any change orders or potential change orders for the project.
- Ensure that the contractor and their subcontractors are properly insured and bonded and have all applicable licenses and is submitting appropriate documentation and record-keeping.
- Review plans and specifications for suitability, quality, safety, building code compliance, fire code compliance; size, future operation costs; and budget.
- Review submittals for general conformance with construction documents on the FTDC and/or its subsidiaries behalf, and ensure that the FTDC and/or its subsidiaries is kept apprised of items that they need to make decisions on.
- Review any Requests for Information (RFI’s) to ensure contractor and design/engineer/consultants are providing thorough and efficient responses, and that RFI responses are being forwarded to/from the appropriate parties.
- Ensure all applicable permits are procured and the applicant is in compliance with all applicable fire and safety requirements.
- FFE (furniture, fixture & equipment) design assistance for space programming, development of bid package, procurement/vendor selection, and installation. Coordination with and oversight of architect to ensure all FFE scope is covered.
- Ensure a reasonable, realistic, budget is developed and maintained. Make sure that the budget is maintained without compromising the quality or integrity of the project.
- Make sure all fees, profit, overhead, contingencies, etc. are in-line with industry standards.
- Perform on-site inspections for quality of workmanship, quality of materials, conformity with plans & specifications, code compliance, on-site safety, project schedule vs progress, and general progress of the construction project.
- Maintain observation reports/logs including work description, work methods, contractors on site, weather conditions, observations, photos, etc.
- Attend, or conduct, construction meetings with contractor, architect, and major subcontractors that are on site.
- Provide regular reports to the Board of Directors and other applicable stakeholders on the progress and status of the project.
- Review all test reports and ensure they are in compliance with specifications (e.g. soils, compaction, concrete, welds and other required tests).
- Review progress billings and when necessary, negotiate revisions and ensure all lien/claim releases are executed with all progress and final payments.
- Provide up to one-year of post occupancy assistance to include but not limited to: coordinate with contractor to resolve warranty issues; one-year warranty walk though and ensure that the walk is thorough and that all necessary parties are in attendance; ensure any issues identified are resolved in a timely manner.
- Ensure compliance with all closeout requirements with the architects, engineers, contractors and the state;
- Other duties or responsibilities as assigned by the supervisor.
QUALIFICATION REQUIREMENTS
- Education: Minimum of Bachelor’s Degree in related filed (A/E/C)
- Experience: Minimum of five (5) years’ experience in A/E/C or similar industry.
- Must have a current valid Nevada driver’s license and be insurable under FTDC’s insurance plan.
- A criminal and financial background check may be completed for this position. The successful applicant will have to consent to this background check.
- Tribal Experience is a plus.

- Must have strong construction and field experience, along with an ability to engage others and build credibility quickly. Ideally, the person filling this position will be able to comprehend technical work in the field, and be able to convey situations and problems concisely to others.

- Fundamental understanding of all disciplines (millwright, piping, mechanical, electrical, and civil/structural) and with cost estimating.

WORK ENVIRONMENT
While performing the duties of this job, the employee is constantly using hands to grasp objects, computers/office tasks and materials. Frequently required to stand and walk and reach out with hands and arms, frequent neck and waist twisting. Frequently bending and squatting to inspect lower items and occasionally kneels. Will seldom crawl to access crawlspaces will occasionally climb ladders to access roofs or higher locations. The employee will seldom lift up to 100 pounds and occasional lift up to 50 pounds and frequently 20 pounds. Work is in a normal office environment, and on location at construction sites. The position requires constant sitting, extensive close work (eyestrain) and extensive PC monitor work.
