Position Summary:
Under the direction of the Director, Long Range
Transportation Planning, the Manager, Safety Planning will be responsible for
initiating and managing a wide array of the agency's transportation safety
planning initiatives. The incumbent will oversee a comprehensive safety
planning program at the agency as well as contribute to planning processes
both internal and external to the NJTPA, in keeping with the goal of meeting
regional and statewide safety goals of eliminating roadway fatalities and
serious injuries.

The Manager, Safety Planning, will serve as the
agency's subject matter expert on transportation safety planning. The
incumbent will facilitate planning studies, development policy
recommendations, coordinate internally and externally, collect and analyze
data, support safety improvements and initiatives, and provide guidance for
their implementation in accordance with NJTPA regional planning goals,
performance measures, and investment strategy.

The Manager, Safety Programs will oversee
consultant supported studies and take initiative to address the priority
safety needs in the region as identified in the NJ Strategic Highway Safety
Plan, the Target Zero Commission Action Plan, as well as county and municipal
Local Safety Action Plans. Activities will include providing technical
support to subregions and municipalities in developing and implementing local
safety action plans, supporting public and stakeholder outreach, and integrating
safety initiatives into other NJTPA priority areas, such as complete streets
and active transportation. Other activities will include coordination and
support for safety improvements and investments.

The incumbent will coordinate internally and
contribute to various capital investment efforts to advance the NJTPA's
planning goals and policies as identified in Connecting Communities, the
NJTPA Long Range Transportation Plan. This includes working across units in
the NJTPA Planning Department and other departments, including the Local
Project Development, Communications & Public Affairs, and Outreach
departments, to coordinate safety planning into agency programs and
initiatives.

Coordination with external stakeholders will be
essential, such as NJDOT (New Jersey Department of Transportation), NJ
TRANSIT, DHTS (Division of Highway Traffic Safety), FHWA, NJTPA counties and
municipalities, safety advocates, New Jersey's other MPOs, and others.
Activities include, but are not limited to, participation in state and
regional safety committees and forums, such as the Strategic Highway Safety
Plan (SHSP) emphasis area committees; the Statewide Traffic Records
Coordinating Committee (STRCC); the NJ Trails Action Network; and local
safety action plan implementation committees, among others.

Essential Functions:
-Serve in a leadership role in the
NJTPA's safety planning, assisting in state and regional
planning initiatives, such as the implementation of the Target Zero
Commission Action Plan and the New Jersey Strategic Highway Safety Plan,
development and implementation of county and municipal local safety
action plans, and serve as a subject-matter expert for intra-
and inter-agency safety planning initiatives.
-Manage in-house and consultant
supported safety studies, such as safety planning technical support to
NJTPA subregions and municipalities, and participate in other
relevant region-wide, subregional, municipal, or other sub-area
studies.
-Coordinate research and briefing
documents on safety-related topics including but not limited to the
safety needs of vulnerable populations, safety considerations in
complete streets, active transportation, freight, vehicle technology,
land use and safe streets, and other planning initiatives
as requested.
-Represent
the NJTPA on external safety focused committees and forums to ensure
that agency priorities found in Connecting Communities, the NJTPA Long
Range Transportation Plan and the safety priorities of county and local
safety plans are incorporated into safety solutions.
-Assist in other NJTPA planning
initiatives, programs and studies, such as the update to the Long-Range
Transportation Plan, regional system performance measures, local safety
investments, complete streets, and capital investment. analyzing
data, providing policy guidance,
and offering subject matter expertise on draft
deliverables. Activities include participating in internal coordination
meetings, technical advisory committees for relevant studies and
projects, and presentations to the agency's boards and committees,
as requested.
-Perform other duties as assigned.

Prerequisite Qualifications:
-Graduate of an accredited four-year college or university with a bachelor's degree in planning, Public Policy, Engineering, or a related field.
-Six (6) years of applied experience in transportation safety data analysis, collaboration and coordination.
-Excellent oral and written communication skills
-A strong computer background, including familiarity with Geographic Information Systems, database management and analytical tools.
-At the university's discretion, the education and experience prerequisites may be exempted where the candidate can demonstrate to the satisfaction of the university, an equivalent combination of education and experience specifically preparing the candidate for success in the position.

Preferred Qualifications:
-Graduation from an accredited college with a master's degree in transportation planning, public policy, engineering, or related technical field, with specialization in transportation technology planning.
-Demonstrated program
management and organizational skills.

Salary Information:
In compliance with the NJ Pay Transparency Law, the negotiated annual salary range for this position is $77,085.18-$144,786.96 (USD). NJIT considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as, market and organizational considerations when extending an offer. This pay range represents base pay only and excludes any additional items such as incentives, bonuses or other items.
