Job Description:

Lead and own the full growth engine of the company by driving customer engagement, market expansion, pipeline development, capture discipline, proposal execution, and win performance across the enterprise.

This role is accountable for the true front end of the business, from market engagement and opportunity identification through proposal submission and successful award. It is a market-facing, externally engaged role that requires broad understanding of multiple customer sets, disciplined business development execution, and the ability to translate company capabilities into growth.

Core Functions:

Market Engagement & Customer Development

  • Serve as the senior external face of the company for growth-related activity across customer sets
  • Build and maintain executive-level relationships across priority federal and adjacent markets
  • Ensure the company is engaged in the right conversations, with the right customers, at the right time
  • Expand the company's visibility and relevance beyond its current customer concentration

Opportunity Identification & Pipeline Development

  • Own the development of a healthy, forward-looking pipeline aligned to company strategy
  • Ensure pipeline development reflects both core capabilities and adjacent market opportunities
  • Drive disciplined opportunity identification based on strategic fit, customer demand, and growth potential
  • Build a pipeline that supports both near-term awards and long-term market positioning

Capture Leadership

  • Lead and enforce a structured capture process across strategic pursuits
  • Ensure each opportunity has a clear win strategy, teaming approach, customer contact plan, and competitive position
  • Drive disciplined qualification, pursuit prioritization, and bid/no-bid decision-making
  • Maintain leadership visibility into pipeline progression, risk, and capture readiness

Proposal Ownership & Win Execution

  • Own the front-end process through proposal submission and award pursuit
  • Ensure proposals are aligned to customer priorities, clear differentiators, competitive pricing, and strong execution credibility
  • Drive proposal discipline, schedule accountability, and cross-functional coordination required to submit winning bids
  • Maintain accountability for proposal quality, submission readiness, and overall win posture

Strategic Partnering

  • Identify and cultivate partnerships that expand customer access, strengthen capability positioning, and improve win probability
  • Shape teaming strategies that support both immediate pursuits and broader market entry
  • Ensure partnerships are deliberate, value-creating, and aligned to the company's long-term growth objectives

Growth Discipline & Operating Rigor

  • Establish and enforce a repeatable growth operating model, including gates, metrics, reviews, and accountability
  • Align business development activity to measurable pipeline and win objectives
  • Ensure growth is run with the same rigor as financial and operational performance
  • Drive transparency around pipeline health, capture effectiveness, proposal throughput, and growth conversion

Leadership Expectations

This is not an internal coordination role. It is an externally engaged, market-facing leadership role.

The Chief Growth Officer is expected to:

  • Operate "out of the seat" and in front of customers, partners, and influencers
  • Maintain broad awareness across multiple customer sets and mission spaces
  • Shape opportunity before it becomes a solicitation
  • Translate company capability into market demand
  • Lead with urgency, discipline, and accountability

This role must bring both strategic perspective and day-to-day growth execution discipline.

Qualifications

  • Bachelors degree in related field or equivalent experience
  • Knowledge of Federal Acquisition Regulations (FAR)
  • 10+ years in federal contracting, business development, capture, or executive leadership
  • Experience in building and managing a multi-agency qualified pipeline
  • Experience with:
    • Business development (BD)
    • Capture management
    • Proposal strategy
    • Strategic partnerships
  • Proven experience winning government contracts
  • Prior experience driving proposal efforts managing capture teams
  • Experience growing market share
  • Established customer relationships and strong federal network preferred

Salary range: $200,000 to $260,000
