Job Description

The Project Manager provides the planning, coordination, and direction for project management activities to ensure they meet owner needs, specifications, cost, and schedule, from initial project identification through construction closeout. May supervise office/field administrative staff, project/field engineers, assistant project/construction managers, and other assigned staff.

Essential Duties & Responsibilities:

    • Primary contact and liaison for owner and principal partner entities for the contract, design, systems, procedures, and related deliverables
    • Functional knowledge of contracts, drawings, estimates, and specifications to ensure compliance with construction/project requirements
    • Manages project controls, cost, and performance activities and procedures, project logistics, organization, systems, and project closeout
    • Leads in project meetings to include documentation, administration, and tracking of relevant information and statuses
    • May coordinate, direct, and monitor activities of construction management staff, contractors, engineers, architects, and related performing entities
    • Manages deferred maintenance and client-funded projects from pre-construction through project closeout, ensuring successful delivery aligned with approved schedules, budgets, and stakeholder expectations.
    • Oversees renovation, refurbishment, and repair projects by providing technical guidance to staff, reviewing project recommendations, and ensuring compliance with approved plans, specifications, county standards, and applicable regulations.
    • Collaborates with State and local agencies, regulatory bodies, and stakeholders to ensure project compliance and successful execution.
    • Conducts site visits, project reviews, and routine evaluations to monitor project progress, identify issues, and ensure adherence to project requirements.
    • Accountable for project performance, including schedule management, cost control, customer approvals, and overall successful project delivery.
    • Supports projects for the Probation Department, including experience with juvenile halls, Secure Youth Treatment Facility (SYTF) projects, and compliance with Board of State and Community Corrections (BSCC) requirements, as applicable.
    • Develops project plans and manages vendors to execute projects with established milestones, field oversight, and consistent stakeholder coordination.
    • Coordinates development of contracts and work orders, including preparation of scopes of work, Requests for Proposals (RFPs), review of contractor proposals, and processing of work order packages.
    • Assists with project budget management, funding requests, and financial tracking to support project objectives.
    • Develops, maintains, and monitors project and program-level schedules to ensure timely completion of deliverables.
    • Prepares and provides regular status reports to leadership and stakeholders, including weekly updates on project progress, risks, and performance metrics.

Minimum Qualifications:

  • Bachelor's Degree in Engineering, Construction Management, Architecture, or equivalent is required (Extensive relevant project management experience in place of education may be considered)
  • Must have at least five (5) years of experience in the last ten (10) years providing Construction Project Management-related services for governmental entities.
  • Minimum of ten (10) years of work experience in the construction industry.
  • 5-10 years of experience with Job Order Contracting (JOC), IDIQ, or similar delivery methods preferred.
  • Experience managing tenant improvement, renovation, or occupied space projects; facilities modernization.
  • Familiarity with Gordian, eBuilder or other JOC management systems.
  • Strong computer skills and familiarity with Microsoft Office Suite products, including advanced excel skills and cloud-based construction management software
  • Strong communication skills
  • Registration as an Architect or Professional Engineer is preferred
  • Certified Construction Manager preferred
  • Probation Facilities experience is preferred
