Salary: $101,400 - $163,00 (SA-III)


What your job will be like:
Incumbent assists with developing annual budgets and performs variance analysis and forecasting of Lab financial data to ensure effective cost and funds control. Assists in the development of financial reports for Lab wide use.
In this job you will:
  • Interfacing with Project and Activity Managers to assist in annual budget development, monthly cost reports/charts, and any other financial data requested by the Project/Activity managers.
  • Maintenance of and updates to the labs Work Breakdown Structure (WBS).
  • Working with assigned Project/Activity managers to maintain spending constraints during annual Continuing Resolution periods.
  • Development, tracking and reporting against an activity based Annual Work Plan (AWP) and budget at varying levels of the WBS and organizationally.
  • Trending of financial data for forecasting and assisting to identify potential cost efficiencies.
  • Assist with the Labs Annual Budget presentations, budget submissions, reviews, and financial assessments.
  • Tracking and projection of costs by DOEs Budget and Reporting Codes.
  • Responsible for quality assurance of financial reports. Work closely with Computer Center personnel to ensure that information is accurate for reports produced from Costpoint information.
  • Trains and provides guidance to Budget Analysts related to applicable functions and specific budgetary software.
Experience
  • Required: 10 or more years related professional experience. And
  • Required: 5 or more years Familiarity with the procedures of all Budget/Financial functions. And
  • Required: Experience with activity based budgeting and costing. And
  • Required: experience with general Project Management principles.
Education
  • Required: Bachelor's Degree in Business, Accounting or Finance

Knowledge, Skills, and Abilities
  • Good working knowledge with the procedures of major functional areas of Budget and Finance.
  • Proficient in the development of Excel spreadsheets and graphs.
  • In-depth knowledge of the Deltek Costpoint system and IBM Cognos Analytics report writing software.
  • Good working knowledge with the procedures of major functional areas of Finance.
  • In depth knowledge of the contract with DOE concerning practices and allowability of costs.
