The Director of Trauma Program and Emergency Preparedness is responsible for the strategic, operational, and clinical oversight of the hospital's trauma services and emergency preparedness program. This role ensures compliance with all regulatory and accreditation standards, including trauma designation requirements, while advancing high quality, patient-centered care across the continuum. The Director leads multidisciplinary collaboration to optimize trauma outcomes, coordinates disaster readiness initiatives, and integrates emergency preparedness into organizational strategy.

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Bachelor's degree in Nursing, Healthcare Administration, Public Health, or related field required.

EXPERIENCE:

1. Three (3) years trauma clinical experience (Emergency Department or Critical Care).

2. Three (3) years of experience in an emergency management or disaster preparedness role.

To be completed as established by department: (Administered at Department level):

1. FEMA Emergency Management Certification

PREFERRED QUALIFICATIONS:

1. FEMA HICS 100, 200, NIMS 100, 200, 400, 700

EXPERIENCE:

1. One (1) year of experience conducting operational planning.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. 1. Leadership and oversight of all aspects of the Trauma Program to ensure continued verification by the American College of Surgeons Committee on Trauma.
2. Partner with the Trauma Medical Director to drive clinical excellence, performance improvement, and patient safety initiatives.
3. Oversee trauma registry operations, data integrity, and submission requirements.
4. Facilitate multidisciplinary trauma committees and ensure effective physician engagement.
5. Provide direct supervision to trauma program staff (e.g., trauma program manager, registry staff, PI coordinators).
6. Serve as a liaison to community partners, EMS agencies, and regional coalitions.
7. Identify growth opportunities and support service line development related to trauma care.
8. Oversee education and training programs for clinical staff related to trauma and emergency response.
9. Develop, implement, and maintain the organization's Emergency Operations Plan (EOP).
10. Ensure compliance with regulatory requirements (e.g., CMS Emergency Preparedness Rule, Joint Commission standards).
11. Lead disaster planning, training, and response activities, including drills and exercises.
12. Collaborate with local, regional, and state emergency management agencies.
13. Ensure readiness for internal and external disasters, including mass casualty incidents.
14. Develop and implement policies, procedures, and protocols related to trauma and emergency preparedness.
15. Develop and manage program budgets, resource allocation, and staffing models.
16. Oversee education and training programs for clinical staff related to trauma and emergency response.
17. Ensure integration of trauma and emergency preparedness into hospital-wide initiatives.
18. Develop and implement policies, procedures, and protocols related to trauma and emergency preparedness.
19. Monitor compliance with clinical and operational standards and address gaps proactively.
20. Participates in the development of trauma care systems at the community, state, provincial or national levels.
21. Coordinates all drills and exercise including tabletop, functional and full-scale drills to test Berkeley and Jefferson Medical Centers preparedness.
22. Participates in a critique of each drill, records lessons learned, and develops improvement plans to address identified shortfalls.
23. Ensures all activities and processes are in compliance with Joint Commission, CMS, NFPA and OSHA for Berkeley and Jefferson Medical Centers and associated clinics and practices.
24. Promotes a strong organizational structure through which designated hospitals, EMS agencies, long term care centers and frontline providers in collaboration with WVU Medicine and public health partners can best mitigate, prepare, respond to, and recover from infectious disease threats.

3. Able to lift 40 pounds from floor to waist.
