Position Summary: The Assistant Commissioner for Intergovernmental & Community Affairs provides overall direction regarding governmental issues and legislation impacting the agency's operations, policies, and initiatives. The candidate will advise the Commissioner's office on all key intergovernmental, community, and legislative initiatives, and collaborate with the Borough Commissioners and other Senior Executive Staff regarding community outreach and political strategy. They will oversee the unit, including the direct management of two directors. Duties and Responsibilities: This individual will support the Commissioner's office in all efforts pertaining to Elected Officials at the local, state, and federal level. Such support includes but is not limited to responding to concerns, providing details on specific projects, site visits, and detailed implementation discussions on new initiatives. They will lead DOT's efforts on legislative programs, working closely with the Chief Strategy Officer (CSO), the Mayor's Office of Legislative Affairs and other city agencies to establish and advance our legislative agenda. This candidate will manage a team of staff who analyze, respond, and negotiate the language of proposed state and city legislation affecting the Department. They will oversee the drafting and preparation for the Commissioner s testimony, and support in the delivery of the testimony before the City Council and the New York State Legislature. They will assist the Commissioner in advancing the Mayor's transportation agenda, including visiting with lawmakers in Albany and Washington DC. Such high priority legislative initiatives include but are not limited to the expansion of the automated enforcement program and the permeant open restaurants program. This role will report directly to the Chief Strategy Officer. Agency Management & Culture: Support building a positive organizational culture that values transparency, accountability, equity, creativity, and public service excellence; ensure the timely and accurate delivery of information to the CSO, Commissioner, City Hall, and external stakeholders on critical intergovernmental affairs and community challenges. EXECUTIVE PROGRAM SPECIALIST ( - 13388 Minimum Qualifications 1. Bachelor's degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative or executive capacity or supervising personnel performing activities related to the duties of the position; or 2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in "1" above. Preferred Skills Preference will be given to candidates who possess a Master's degree in public administration, public policy or related field. Preference given to candidates possessing significant experience directing intergovernmental and/or community affairs, managing and advancing a legislative agenda prior experience functioning as the external / legislative representative for a high-level executive or elected official desired must have strong knowledge of NYC government excellent written and verbal communication skills required. Must have the ability to juggle multiple requests and issues concurrently from a multitude of requesters, impeccable managerial and interpersonal skills, proven track record of effectively interacting with senior management. Ability to work strategically and collaboratively across departments. Residency Requirement New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
