Position summary:

Supports the execution of capital markets activities, including debt and equity financing, liquidity management, and related financial reporting. Develops financial models, forecasts, and analyses to inform funding strategies and capital structure decisions. Partners cross-functionally with internal stakeholders and external parties, including banks, rating agencies, and regulators. Ensure accurate reporting, compliance, and effective communication of Treasury-related financial information.

Pay Range: $86,700 - $130,050 (This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.)

Reporting Relationship: Senior Finance Manager

Location: Rapid City, South Dakota

Essential Functions:
* Execute daily capital markets activities, including commercial paper issuances, equity financing and long-term debt financing; collaborate with leadership to inform short and long-term funding strategies.
* Develop and maintain advanced financial models for capital structure scenario analysis to support financing decisions, optimizing leverage, liquidity, and cost of capital.
* Develop and recommend five-year planning assumptions for capital structure, financing strategy, and capitalization, using analysis and market insights to support long-term funding and investment decisions.
* Analyze debt agreements and financing structures; prepare and validate covenant calculations, compliance certificates, and related documentation.
* Prepare accounting entries and reconciliations for debt, derivatives, and interest; process and code interest payments, trustee fees and other capital market invoices.; support monthly, quarterly, and annual close processes, ensuring deliverables are completed accurately and in compliance with GAAP and internal policies.
* Support preparation and review of Treasury-related disclosures for SEC filings (10-Q, 10-K) and other external reporting requirements.
* Provide support for regulatory filings by drafting testimony, responding to data requests, and conducting research to support capital market positions while coordinating with multi-state regulatory, legal, and finance teams.
* Ensure adherence to internal controls, including Sarbanes-Oxley requirements; identify and mitigate financial and operational risks.
* Drive continuous improvement initiatives by identifying process enhancements, leveraging technology, and improving reporting efficiency and accuracy.

Additional Responsibilities:
* Monitor and analyze market trends, interest rates, and industry developments; summarize implications for Treasury strategy.
* Provide cross-functional and Treasury team support as needed.
* Lead or contribute to strategic and ad hoc projects

What Is Required:
* Bachelor's degree in Finance, Accounting, Economics, or a related field.
* Minimum of 5 years of relevant experience in treasury/corporate finance, financial planning & analysis (FP&A), capital markets/banking, regulated utility/energy finance or accounting and financial reporting.

What Is Desired:
* Demonstrates a strong understanding of how operational and financing decisions impact financial statements, rate-making models, and reporting requirements (GAAP, FERC, SEC), including internal controls and risk considerations.
* Effectively gathers, analyzes, and models financial data to validate results, identify key drivers, and clearly communicate implications to support informed decision-making across the organization.
* Communicates complex financial concepts clearly and concisely, tailoring messaging to different audiences while influencing outcomes and building alignment with internal stakeholders.
* Utilizes data tools (e.g., Excel, Freeform, financial systems) and system integrations to efficiently organize, analyze, and interpret data while improving reporting quality and transparency.
* Identifies issues, evaluates alternatives, and implements solutions with an understanding of cross-functional impacts. Actively seeks opportunities to improve processes, accuracy, and efficiency.
* Applies knowledge of the energy/utility sector and regulatory environment to financial analysis and planning, ensuring work aligns with regulatory frameworks and business strategy.
* Builds strong, trust-based relationships and collaborates effectively across functions to deliver high-quality outcomes aligned with organizational goals.
* Responds effectively to changing business conditions, demonstrates resilience, and continuously develops skills and knowledge to remain effective in a dynamic environment.
