Modern Technology Solutions, Inc. (MTSI) is seeking a Personnel Recovery and OPFOR Planner to support the USAF Warfare Center exercise team at Nellis AFB, NV.
Candidate will be responsible for work in a multitasking, quick-paced, dynamic environment supporting USAF Warfare Center Large Force Exercises. Candidate will support planning and execution of Chairman, Joint Chief of Staff (CJCS) and Combatant Command (COCOM)-level exercises.
This is a mid-to-senior position. The successful candidate will:
  • Serve as a Personnel Recovery and Opposing Forces (PR and OPFOR) Planner coordinating and supporting dynamic and realistic operations for USAF Warfare Center exercises
  • Work directly with Exercise Director's, Air Operation Center (AOC) staff, Personnel Recovery Task Force (PRTF) Leads, Special Operations Forces (SOF) Leads, and exercise planners to provide a range of supporting roles inherent in the accomplishment of Joint Combatant Commander (CCDR) Personnel Recovery (PR) strategic, operational, test, and exercise objectives.
  • Have the unique experience to thoroughly understand Joint Publication (JP) 3-50 and PR Tactics, Techniques, and Procedures (TTP's) in order to comprehensively plan and orchestrate the prosecution/resolution of exercise isolating events to include monitoring/coordinating PR execution tasks (Report, Locate, Support, Recover, Reintegrate) during all phases of operations
  • Advise, assist, coordinate PR script writing and provide detailed monitoring of CCDR PR architecture, posture status, mission, and exercise objectives
  • Should understand the status of theater PR assets and advise CCDR exercise planners and participants on emerging requirements regarding changes to PR forces or new technologies
  • Be familiar with new PR related technologies that support isolated personnel (IP).
  • Contribute to the establishment/maintenance of positive relationships throughout the CCDR staff and planners, service components, MAJCOM, USAFWC, and Interagency. In particular, build or leverage relationships with key actors as pertains to PR, and advocate for the increase of PR capabilities throughout the multi-joint command
  • Support joint lesson learned responsibilities to ensure the collection of all significant PR related data to provide accurate, thorough, and objective accounts of circumstances surrounding the isolation of DoD personnel
  • Provide detailed inputs to the development or modification of future theater PR plans, intelligence, and/or information operations in support of PR based on exercise outcomes
  • Have familiarity of the Nellis Test and Training Range (NTTR) range boundaries and geographical references. Due to the dynamic and wide-ranging workload, the Candidate will primarily work on Nellis AFB with duties to be performed at TDY locations and DoD Western Ranges during exercise execution.
  • Shall manage and perform safety observer duties for simulated IPs in field conditions during operations at home station, TDY locations, and on ranges
  • Should be able to perform basic self-aid and buddy care and be physically able to hike 1,000 meters over undulating terrain and carry 40+ pounds of equipment, basic survival gear, and water.
Required Skills/Experience:
*Candidate must have 4+ years of combined recent experience with PR operations, AOC operations, exercise planning and scenario development, and a strong knowledge of local range operations.
*The candidate must have experience with COCOM-level Large Force Exercise (LFE) support, USAF Weapons School, and Joint CCDR planning at Nellis AFB.
*Candidate must have knowledge of PR authorities, doctrine, and procedures to include published regulations and manuals.
*Candidate must have familiarity with strategic/campaign plans and the PR appendix to COCOM OPLANS.
*Candidate should have supervisor experience leading ground-based military operational teams.
*Candidate must have the ability to establish and maintain effective work relationships with other team members and those contacted while performing required duties.
*Candidate must have ability to provide solutions/options for problems in a timely manner. Ability to travel as required by the contract.
*Candidate shall have excellent proficiency and experience using classified and/or unclassified Common Operating Picture (COP) systems, Microsoft Office, Google Earth Pro, UHF/VHF devices, Guardian Portal, Combat Survivor Evader Locator (CSEL) system, and mIRC applications and cyber tools.
*Candidate shall have professional analytical, speaking, and writing skills and experience developing and presenting briefings to senior leaders.
Desired Skills/Experience:
*10+ years of combined recent experience with PR operations, AOC PRCC duties, exercise planning, scenario development operation, local range operations, and a strong knowledge of IP survivability challenges.
*Joint Personnel Recovery Agency (JPRA) PR 200/300 Level Course Graduation
Education Requirements:
*Associates degree in applicable field with 9+ years of experience, or Bachelors degree in applicable field with 7+ years of experience, or Masters degree in applicable field with 5+ years of experience.
*Experience may be considered in lieu of degree requirement for highly experienced candidates.
Travel Requirements:
Routine travel is expected. Candidates should anticipate one week per quarter but additional travel may be required based on mission requirements.Non-traditional work hours will be required.Expectation is that work will be performed onsite, with frequent local travel to range site(s).
Security Clearance Requirements:
Current Top Secret (TS) Security Clearance with in-scope SSBI and Special Access Required (SAR) Programs, SCI, and Special Technical Operations (STO) eligibility.
U.S. Citizenship is required.
