Westat is seeking a Billing Specialist to be responsible for preparing accurate, timely, and compliant invoices for federal, state, and local government clients. This role requires strong knowledge of government contract types, compliance requirements, and ERP systems commonly used in the GovCon industry. The specialist works closely with project managers, finance teams, and auditors to ensure accuracy and adherence to FAR, DFARS, and agency specific regulations.

This is a full-time position with a hybrid work arrangement at our corporate headquarters (1-2 days per week) in Bethesda, Maryland.

Job Responsibilities:

  • Prepare invoices for cost plus, time and materials, and fixed price contracts, reconcile labor, ODCs, subcontractor costs, and indirect burdens, and submit invoices through government systems such as WAWF/iRAPT, IPP, or agency specific portals.
  • Ensure invoices meet formatting, documentation, and approval requirements.
  • Prepare documentation for DCAA audits, internal audits, and customer reviews, maintain detailed billing files and audit ready documentation and generate AR aging reports and support collections efforts.
  • Work with project managers to validate billable costs and funding status; coordinate with AP, payroll, and subcontract management to ensure accurate cost flow.
  • Communicate with contracting officers, CORs, and internal stakeholders to resolve billing issues.

Basic Qualifications:

  • Typically requires a bachelor's degree in accounting, Finance, Business, or related field or equivalent experience.
  • A minimum of 2 years of billing experience in government contracting or professional services using Deltek Costpoint.
  • Understanding of indirect rate structures, provisional billing rates, and cost pools.
  • Demonstrated Excel skills, including pivot tables and lookups.

  • High attention to detail and accuracy.
  • Demonstrated communication and documentation abilities.
  • Ability to manage multiple deadlines and work in a fast-paced environment.
