WORK LOCATION:Hanscom AFB, MA

Salary Range:$115-$130,000 annually*

*depending on experience, certifications, and qualifications

SECURITY CLEARANCE: MUST have an active US Secret clearance

Astrion has an exciting opportunity for a Journeyman Program Manager to directly support the Airborne Warning and Controls Systems (AWACS) Division, which is within the Intelligence, Surveillance, Reconnaissance and Special Operations Directorate (ISR / SOF) and located at Hanscom AFB, MA.

This position will support the AWACS (E-3), Wedgetail (E-7), and International Airborne Battle Management Command and Control programs within the AWACS Division.

REQUIRED QUALIFICATIONS / SKILLS:

  • Clearance: Must currently hold and be able to maintain an active Secret Clearance.
  • Citizenship: Must be a US citizen
  • Comprehensive knowledge of systems acquisition and program management principles as defined in DoDI 5000.02 and DoDI 5000.75.
  • Knowledge of qualitative and quantitative techniques used to gather, analyze, and measure acquisition program effectiveness, efficiency, and performance.
  • Experience supporting acquisition program execution, reporting, and decision-making activities.
  • Ability to develop acquisition documentation, briefings, plans, and program management products.
  • Strong written and verbal communication skills.

PREFERRED QUALIFICATIONS / SKILLS:

  • Education: Bachelor's degree and 3 years of experience, including at least 3 years supporting DoD; OR
    • 8 Years of directily related experience, including at least 5 years supporting DoD
  • Comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoD and the Air Force
  • Possess knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs
  • Possesses the ability to effectively communicate orally and in writing, providing quality acquisition and program documentation including but not limited to briefings, documents, and plans.
  • Technical Skills
    • Knowledge of DoDI 5000.02 and 5000.75 acquisition processes
    • Experience supporting acquisition lifecycle management activities
    • Familiarity with Agile methodologies, CI/CD, DevSecOps, and DevOps principles
    • Experience supporting acquisition reporting, risk management, and milestone review activities
    • Experience using Microsoft Office and DoD acquisition systems including IDECS, EDA, and CCaR
  • Interpersonal Skills
    • Strong verbal and written communication skills
    • Strong organizational and analytical skills
    • Ability to work effectively with Government personnel, contractors, and Integrated Product Teams

RESPONSIBILITIES:

This position specifically supports the E-7 Program Office and will provide acquisition and program management support across the lifecycle of advanced airborne command and control capabilities. The selected candidate will assist government leadership in managing program execution, acquisition strategies, contract activities, Agile software development efforts, DevSecOps initiatives, and mission planning capabilities while ensuring programs meet cost, schedule, and performance objectives.

Duties include, but not limited to:

  • Provide acquisition and program management support to Program Managers and Integrated Product Team (IPT) Leads in support of E-7 program objectives.
  • Support program execution activities to ensure compliance with DoD acquisition policies, including DoDI 5000.02, DoDI 5000.80, and DoDI 5000.81.
  • Assist in developing and implementing acquisition strategies that support program cost, schedule, performance, and technical objectives.
  • Support contract execution activities including acquisition documentation reviews, milestone decision briefings, Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), and Request for Proposal (RFP) development.
  • Evaluate program health and provide recommendations regarding program execution, schedule performance, resource requirements, and risk mitigation.
  • Develop and maintain acquisition reports and program documentation including Monthly Acquisition Reports (MAR), Defense Acquisition Executive Summary (DAES) inputs, Acquisition Program Baselines (APBs), and executive-level briefings.
  • Support risk management activities including risk identification, assessment, mitigation planning, and coordination of program risk boards and working groups.
  • Assist with source selection activities including acquisition planning, evaluation criteria development, proposal reviews, and contract administration support.
  • Support Mission Planning Environment (MPE) activities and coordinate efforts to align mission planning capabilities with operational and testing requirements.
  • Provide lifecycle logistics, sustainment, and operational planning support to ensure mission readiness and system integration.
  • Monitor acquisition policy updates, process improvements, and software acquisition initiatives to support effective program execution.
  • Coordinate with government personnel, contractors, and stakeholders to resolve programmatic issues and support successful program outcomes.
  • Support Agile software development, DevSecOps, and continuous integration/continuous delivery (CI/CD) initiatives where applicable.
