Job Description
Assists the Director of Clinical Operations in the planning, coordination, and management of operational activities for UMSL Eye Care clinics and provides operational leadership in the Director's absence. Supports the development and implementation of strategic initiatives to improve clinical performance, operational efficiency, patient access, and financial sustainability across all clinic locations. Participates in the financial oversight of UMSL Eye Care clinics, including monitoring budgets, analyzing operational and financial performance metrics, and recommending strategies to achieve organizational goals. Collaborates with clinical leadership, faculty, and staff to identify opportunities for operational improvement and implement process enhancements. Leads and coordinates communications, outreach, and marketing initiatives to promote UMSL Eye Care services and strengthen relationships with patients, community partners, alumni, faculty, staff, and students. Maintains awareness of public health policy, regulatory requirements, and market trends that may impact clinic operations. Coordinates and oversees special projects and strategic initiatives designed to enhance clinic operations, patient experience, and service delivery. CHARACTERISTIC DUTIES
- Direct the operational, functional and planning activities of assigned clinics
- Analyze external data, benchmarks, and individual feedback to identify opportunities for improvement, implement action plans to achieve desired results
- In conjunction with the Director of Clinical Operations and the Patient Accounts Manager, identify key performance metrics and collect and analyze data to evaluate clinical and operational performance; initiate action for improvement, involving appropriate staff and faculty
- In the Director's absence, create, modify, and block schedules in the Compulink system
- Supply management: maintain office and drug supplies for the University's family of clinics, control all diagnostic and therapeutic pharmaceuticals used in patient care, approve all office supply requests and order through contracted vendors
- Utilize market research, trends, economic influences, and other pertinent factors to develop a marketing strategy to create and implement comprehensive marketing plan for the family of clinics
- Establish and promote brand awareness for UMSL Eye Care and monitor the eye care environment within the St. Louis metropolitan area
- Assist with operations of community health centers in which the college provides eye care
- Manage fiscal resources of clinics
- Assist with the development, administration and achievement of the budget and financial targets of UMSL Eye Care clinics; regular monitoring and course correction of fiscal operations as needed
- Provide annual baseline financial information for community health centers
- Monitor and manage clinic staff performing deposit procedures at off sites
- Monitor staff on the reconciliation of monthly invoices
- Monitor cost of goods versus charges and recommend adjustments to fee schedule as appropriate
- Participate on the collection team by serving to verify receipt of incoming insurance payments
- Complete daily clinic deposits and Cash Receipt Reports for Accounting Department
- Oversee clinic petty cash and front desk cash receipts for the University's three clinics
- Review, approve and pay clinic invoices
- Reconcile accounts such as the 90 Day Report, Financial Reports, and Pro Card account
- Review and verify the Wire CRRs for the clinics in Financial Reports
- Coordinate, monitor charges, and reconcile clinic's Indigent Funding monthly
- Complete all Non-PO Vouchers for the family of clinics
- Generate refunds for patients and insurance companies
- Work with new vendors to set up accounts
- Ensure compliance of regulatory standards for all UMSL Eye Care clinics
- Identify and comply with all required regulations (e.g., PCI, ADA, HIPAA)
- Oversee quality assurance and improvement service initiatives
- Prepare reports for review by Center Management in compliance with University regulations
- Research and report on all public health policy changes which affect operating procedures
- Establish policies, procedures and channels of communication for UMSL Eye Care clinics with other persons and entities in the University System
- Initiate and maintain positive relationships with various departments for services/collaboration to ensure clinics run effectively, efficiently, and productively
- Coordinate IT and Printing Services activities
- Oversee credentialing process and assist when needed
- Oversee record release processes and maintain HIPAA compliance
- Foster collaborative relationships will all stakeholders
- Consult with business and community groups to discuss service problems, respond to community needs, enhance public relations, coordinate activities and plans, and promote health programs
- Promote the clinics within the UMSL community and St. Louis metropolitan area
- Plan, develop and manage strategic initiatives
- Assist in planning and developing new concepts to align with the department's strategic plan
- Represent department on numerous committees
Shift
40 hours/ week. Monday thru Friday
Minimum Qualifications
A Bachelor's degree or an equivalent combination of education and experience and at least 5 years of experience from which comparable knowledge and skills can be acquired is necessary
Preferred Qualifications
- Experience with finance and performance improvement strongly preferred
- Master's degree in Business Administration, Healthcare Administration or a related area
- One year supervisory experience
Anticipated Hiring Range
