PRIMARY FUNCTION

The Proposal Manager is responsible for the successful management, coordination, preparation and submission of responses to Government Requests for Proposal (RFPs), other bidding opportunities and documents. Duties will consist of the full life cycle of proposal development including planning, scheduling and managing competitive proposals.

This position may be hired at levels I to IV, depending on experience.

Essential Functions

  • Manage, coordinate, prepare, and submit responses to Government Requests for Proposal (RFPs) and other bidding opportunities.
  • Lead all phases of proposal development, including planning, scheduling, and managing competitive proposals.
  • Facilitate all proposal development activities, including kick-off meetings, compliance matrix development, outlines, templates, storyboarding, writing assignments, color team reviews, and final production.
  • Schedule and lead proposal meetings, including planning, content development sessions, and reviews.
  • Analyze solicitation requirements and develop proposal strategies aligned with customer objectives.
  • Prepare documents for all reviews, and final production. Format, edit, and review documents prior to proposal color reviews. Strong Microsoft Word skills required.
  • Write and assist in the development of Management, Past Performance, and Technical volumes.
  • Coordinate with Graphics/Production personnel, Capture Managers, Subject Matter Experts (SMEs), Contracts, Pricing, and other contributors to schedule and execute all proposal phases and milestones.
  • Assign, track and ensure timely delivery of proposal content from internal and external partners.
  • Track status of data calls and ensure timely support and information from all contributors.
  • Ensure all content supplied by the team is compliant with the proposal requirements.
  • Develop and maintain past performance information and materials for use in future proposals.
  • Ability to prompt AI tools to support proposal development, including identifying best-use cases such as draft content creation, requirements mapping, data-driven past performance summaries, and evaluation techniques.
  • Oversee the collection and maintenance of supporting materials, including organizational experience, project summaries, and personnel qualifications.
  • Support process improvements, content management initiatives, and knowledge-sharing efforts.
  • Provide regular status updates on assigned projects and ensure all proposal submissions meet organizational quality standards.

Supervisory Responsibilities

  • This position does not have direct supervisory responsibilities but has the authority to carry out assigned tasks independently.
  • Supervise and mentor proposal staff, support workload prioritization, and coordinate cross-functional teams as needed.
  • Lead and coach subject matter experts and contributors in persuasive writing and proposal best practices.

Knowledge, Skills, and Abilities

  • Advanced proficiency in Microsoft Office Suite, Adobe Acrobat Professional, Microsoft SharePoint, and Deltek products.
  • Ability to use general office equipment and enter data accurately into databases.
  • Excellent writing, editing, and proofreading abilities, including the ability to translate technical information for technical and non-technical audiences.
  • Strong analytical and problem-solving skills.
  • Strong interpersonal and professional customer service skills, including active listening, prompt service, and follow-up.
  • Ability to produce, edit, and review proposals, white papers, and responses to Federal agencies.
  • Strong decision analysis, problem-solving, and project management skills; able to draw conclusions, justify decisions, and communicate issues to management.
  • Ability to work independently, manage multiple tasks and projects under tight deadlines, and perform basic mathematical computations.
  • High degree of self-motivation, trustworthiness, and ability to handle confidential information.
  • Ability to learn and understand corporate policies and procedures and apply them to achieve goals.
  • Experience with proposal development tools and knowledge of government procurement processes and competitive bidding environments.
  • Ability to communicate effectively with stakeholders at all levels of the organization.

Qualifications

  • Experience managing and developing proposals within a government contracting or professional services environment.
  • Experience managing structured proposal processes and procedures.
  • Shipley Proposal Management, Association for Proposal Management Professionals (APMP), or equivalent training or certification preferred.
  • Demonstrated success developing compelling technical, management, and corporate proposal content.
  • Strong understanding of proposal development best practices and structured review processes.
  • Must be able to obtain and maintain a Government Security Clearance.
