Modern Technology Solutions, Inc. (MTSI) is searching for a Task Order Project Manager (Senior) in support of United States Space Force (USSF) Space Systems Command (SSC) and Combat Forces Command (CFC) Defensive Cyber Operations.
The Senior Task Order Project Manager (Deployment & Sustainment) is responsible for planning, directing, coordinating, and executing all activities associated with the deployment, fielding, sustainment, and lifecycle support of Defensive Cyber capabilities across multiple geographically dispersed operational locations. The TO PjM reports to the PM and DPM on all matters regarding their task order.
This position leads cross-functional teams responsible for hardware procurement, logistics, software deployment, systems integration, field support, training, sustainment, configuration management, cybersecurity compliance, and operational readiness. The TO PM serves as the primary execution lead for the Task Order and is accountable for delivering customer capabilities on schedule while ensuring operational availability throughout the system lifecycle.
The successful candidate is an experienced program leader with a proven record of managing complex DoD fielding and sustainment efforts in dynamic operational environments. The ideal candidate demonstrates exceptional leadership, customer engagement, operational planning, and risk management skills while effectively coordinating government, contractor, and subcontractor personnel across multiple organizations.
Roles and Responsibilities
The Senior Task Order Project Manager is responsible for the successful execution of deployment and sustainment activities throughout the lifecycle of assigned capabilities. Responsibilities include:
  • Support the government lead on planning and execution of worldwide deployment, installation, integration, sustainment, and operational support activities.
  • Manage Task Order execution to ensure cost, schedule, technical, and performance objectives are achieved.
  • Coordinate deployment schedules with customer operational priorities and mission requirements.
  • Lead integrated teams consisting of engineering, logistics, cybersecurity, software development, field service representatives, training personnel, subcontractors, and government stakeholders.
  • Develop and maintain deployment schedules, integrated master plans, resource plans, and sustainment strategies.
  • Ensure fielded capabilities maintain operational readiness through effective sustainment planning and execution for the customer.
  • Coordinate software releases, hardware refreshes, technology insertions, and lifecycle modernization efforts.
  • Oversee hardware procurement, inventory management, warehousing, shipping, transportation, receiving, installation, and accountability activities.
  • Ensure compliance with export control requirements, security policies, transportation regulations, and applicable DoD directives.
  • Coordinate site surveys, installation planning, acceptance testing, and operational transition activities.
  • Monitor system performance, field support metrics, maintenance trends, and customer feedback to drive continuous improvement.
  • Coordinate closely with Contracts, Program Control, Security, Finance, Supply Chain, and Human Resources to support successful program execution.
  • Develop staffing plans and manage project personnel, subcontractors, and field support resources.
  • Recruit, mentor, and retain highly qualified personnel while fostering a collaborative, high-performing team culture.
  • Monitor project financial performance, labor utilization, funding execution, and contractual deliverables.
  • Review and approve project reports, deployment documentation, logistics products, and customer deliverables.
  • Manage project risks, issues, dependencies, and corrective actions while maintaining regular communication with customer leadership.
  • Support Program Management Reviews (PMRs), Operational Readiness Reviews (ORRs), Deployment Readiness Reviews (DRRs), and executive briefings.
  • Support proposal development, capture activities, transition planning, and new Task Order execution as required.
  • Identify opportunities to improve deployment efficiency, logistics effectiveness, sustainment processes, and customer satisfaction through continuous process improvement.
  • Communicate effectively with executive leadership, government customers, technical teams, and operational users.
Required Qualifications
  • Minimum of ten (10) years supporting DoD, Federal Government, or comparable complex technical programs.
  • Minimum of five (5) years managing deployment, fielding, sustainment, logistics, or operational support programs.
  • Experience managing subcontractors and multi-company teams.
  • Experience managing hardware procurement, inventory, warehousing, transportation, installation, and lifecycle sustainment.
  • Experience coordinating software and hardware deployments into operational environments.
  • Experience with Integrated Logistics Support (ILS), lifecycle management, and sustainment planning.
  • Experience developing or managing Statements of Work (SOWs) and Performance Work Statements (PWSs)
  • Strong understanding of DoD acquisition and lifecycle sustainment processes.
  • Demonstrated experience managing cost, schedule, performance, and operational risk.
  • Exceptional leadership, organizational, and customer relationship management skills.
  • Excellent written and verbal communication skills with the ability to brief senior government leadership.
Desired Qualifications
  • Project Management Professional (PMP) certification.
  • DAWIA Practitioner certification in Life Cycle Logistics, Program Management, or equivalent.
  • Experience supporting ACAT I or ACAT II acquisition programs.
  • Experience supporting global fielding operations.
  • Experience with cybersecurity-enabled systems and secure operational environments.
  • Experience supporting software-intensive weapon systems or command and control systems.
  • Familiarity with DevSecOps software release management.
  • Experience using Microsoft Project, Jira, Confluence, Power BI, ServiceNow, and enterprise logistics systems.
  • Experience supporting U.S. Space Force, Air Force, or other joint operational organizations.
  • Experience leading geographically dispersed teams supporting operational missions
Education
  • Bachelor's degree (Master's preferred) in Engineering, Logistics, , Information Systems, Business, Program Management, or a related discipline. For Bachelor's, minimum 18 years' experience; for Master's, minimum 10 years' experience.
Clearance
  • Active Top Secret security clearance required with SCI eligibility
  • Ability to qualify to SAP clearance
The pay range for this position in Colorado is $160,000/year to $210,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
