Introduction

The Loudoun County Department of Mental Health, Substance Abuse and Developmental Services is seeking a talented and motivated individual to serve as a Human Resources Program Manager. In this role, you will work with a trusted and reputable team that supports a dynamic department of almost 500 employees.

Job Summary

The Human Resources Program Manager will oversee the recruitment and hiring process, manage HR administrative and payroll functions for MHSADS, support employee relations activities, implement personnel policies, and act as a liaison between employees and management.

The HR Program Manager will:

  • Supervise a team of HR professionals, providing advisement, performance feedback, and professional growth opportunities.
  • Oversee full life-cycle recruitment processes, including hiring, sourcing, guidance on selection, interview panels, etc.
  • Provide advisory services to managers, supervisors, and employees on County and department policies, employee relations issues, and performance management.
  • Manage the support and administration of Family and Medical Leave, Paid Family Leave, short- and long-term disability, and workers' compensation insurance claims.
  • Oversee payroll processing, ensuring the timely and accurate processing of all payroll-related activities.
  • Support various employee relations activities, such as conducting investigations and supporting performance management.
  • Support departmental activities related to collective bargaining.
  • Conduct employee investigations and prepare investigation summaries.
  • Manage onboarding and offboarding activities.
  • Oversee the background check process and maintenance of MHSADS personnel files.
  • Maintain up-to-date knowledge of employment-related compliance laws and regulations.
  • Maintain knowledge of HR trends, best practices, and regulatory requirements.
  • Educate employees and managers on HR-related topics.

Minimum Qualifications

Bachelor's degree in Human Resources Management or related field and two (2) years of related HR work experience or equivalent combination of education and experience.

Preferred:
  • Proven experience in HR, particularly in managing recruitment, payroll, and employee relations.
  • Well-practiced and confident in coaching, providing feedback to, guiding, and challenging leaders at all levels.
  • Ability to lead through influence and collaboration, with a track record of contributing to a positive team environment.
  • Proven experience facilitating training for individuals and groups.
  • Strong project management expertise.
  • Knowledge of employee benefits and leave programs, including FMLA, Disability, Paid Family Leave, Annual leave, Sick leave, with the ability to provide guidance on coordination of leave benefits.
  • Demonstrated experience partnering with and creating impact in a Behavioral Health setting is a plus.
  • Experience in successfully identifying and using data & insights to build a case for an initiative or actions that impact business performance.

Job Contingencies and Special Requirements

Employment is contingent upon successful completion of a criminal background check, credit check, driving record check and negative TB screen/test. Must have a valid driver's license in Virginia or regional state of residence.
