JRAD is seeking candidates to support the Director of Air Force Civil Engineers. This is a hybrid position based out of Arlington, VA (Pentagon).

Description:

JRAD is seeking a highly qualified Installation Energy Project Manager (IEPM) to support Headquarters Air Force Civil Engineers (AF/A4C) and the Office of the Assistant Secretary of the Air Force for Installations, Environment, and Energy (SAF/IEE). This position provides enterprise-level project management, policy development, strategic planning, and execution support for Air Force installation energy, resilience, and water management programs.

The successful candidate will support the development and implementation of Department of the Air Force (DAF) energy strategies, policies, governance structures, and program initiatives while collaborating with Air Force stakeholders, industry partners, and senior government leadership. The role focuses on energy assurance, resilience, facility energy management, utility programs, congressional reporting, strategic communications, and installation energy program oversight.

Key Tasks & Responsibilities:

  • Support Headquarters Air Force installation energy, resilience, and water management programs through policy development, strategic planning, and program execution support.
  • Develop, coordinate, and maintain energy policies, guidance, governance documents, and strategic implementation plans that support Department of the Air Force objectives.
  • Research and analyze energy, resilience, sustainability, and emerging technology initiatives and provide recommendations to improve mission readiness and program performance.
  • Support enterprise energy programs including energy resilience, utility management, facility metering, Energy Savings Performance Contracts (ESPC), Utility Energy Service Contracts (UESC), and related initiatives.
  • Analyze funding requirements, program performance, and strategic priorities to support effective planning, programming, and resource advocacy efforts.
  • Coordinate with Air Force organizations, government agencies, and industry partners to advance installation energy, resilience, and infrastructure objectives.
  • Prepare executive briefings, reports, presentations, talking points, and meeting materials for senior leaders and stakeholders.
  • Support congressional inquiries, annual reporting requirements, information requests, and other high-visibility taskings.
  • Track and assess compliance with federal, DoD, and Air Force energy policies, directives, and strategic initiatives, recommending improvements where appropriate.
  • Evaluate risks, vulnerabilities, and program trends related to installation energy and resilience programs and develop recommendations to address identified gaps.
  • Facilitate working groups, governance forums, exercises, and stakeholder engagements that support Air Force energy and resilience priorities.
  • Assist in the development and execution of strategic communications, outreach initiatives, and awareness campaigns that promote Air Force energy and sustainability objectives.

Minimum Qualifications:

  • Bachelor's degree in Engineering, Energy Management, Environmental Science, Sustainability, Business, Public Policy, or a related field.
  • Minimum five (5) years of experience supporting facility energy management, energy resilience, water management, or related federal energy programs.
  • Experience with Energy Savings Performance Contracts (ESPC) and Utility Energy Service Contracts (UESC).
  • Experience developing policies, strategic plans, reports, or program guidance for federal, DoW, or Air Force organizations.
  • Experience supporting program management, analysis, reporting, and stakeholder engagement activities.
  • Strong written and verbal communication skills, including experience preparing executive briefings and presentations.
  • U.S. Citizenship required.

  • Project Management Professional (PMP)
  • Certified Energy Auditor (CEA)
  • LEED Accredited Professional (LEED AP)
  • Facilities Management Professional (FMP)

Security Clearance:

  • DoW Secret Clearance
