This role is located in Phoenix, AZ and is contingent upon successfully winning a bid and authority approval.




  • Position Summary:


The General Manager is responsible for the overall leadership, management, and operational performance of the site. The General Manager will serve as the primary contact for the customer. All Key Management Personnel report directly to the General Manager and is ultimately responsible for the day-to-day strategic contract activities for management, supervision, and reporting of this contract as well as project execution, safety of operations and complying with said contract. The General Manager will be responsible for interfacing with all levels of Alstom and the customer's organization. The General Manager ensures the safe, reliable, and efficient delivery of rail services by overseeing site personnel, assets, and resources while maintaining compliance with applicable federal, state, local, and agency requirements.

The role serves as the senior site leader for the site and is accountable for achieving operational, safety, financial, and customer service objectives. The General Manager fosters a culture of safety, continuous improvement, employee engagement, and operational excellence, while coordinating with transit agency representatives, regulatory authorities, contractors, and other stakeholders to support system-wide goals and service commitments. Through strategic planning and effective leadership, the General Manager ensures site operations meet performance standards for safety, service reliability, asset management, and workforce development.

Duties/Responsibilities:



  • Must be available to attend Authority Board meetings on a regular basis when required.
  • Must attend a weekly (or sometimes daily) service performance review meeting with Authority staff and additionally be available at other reasonable times to consult with representatives of the Authority.
  • Responsible for the performance of all Key Management Personnel, as well as subcontractors, suppliers, and vendors.
  • Manage the commuter operations of the Valley Metro Rail Line providing light rail service across Phoenix, Tempe, and Mesa.
  • Manage direct reports, who in-turn oversee management, technical, administrative, and exempt staff and who in turn oversee and manage approximately rail operations, craft employees working under multiple collective bargaining agreements.
  • Manage subcontractors, suppliers, and vendors so their presence is largely transparent to the Valley Metro Rail Customer.
  • Safety, Contract Administration, Daily Train Operations, Workforce Training, Dispatch, Information Technology Systems, on-call Work Directives and Customer Experience.
  • Ensure safe, efficient, on-time performance, personnel, and equipment availability and a"customer first" service.
  • Other duties as assigned.



Skills/Abilities:



  • Strong written and oral communication skills.


  • Ability to make presentations to Senior Leadership, Governing Boards, and public stakeholder groups.
  • Excellent management and leadership skills.
  • Ability to organize work effectively with strong attention to details.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and other Microsoft Programs and use these tools to establish meaningful key performance metrics, monitor and make decisions based on facts and trends.
  • Knowledgeable with application of new technology to improve efficiency, safety, reduce costs.
  • Proven Management Experience and Skills managing subcontract, supplier, vendor contracts to achieve best value, favorable life cycles, high quality products and services in a timely manner.
  • Labor Relations experience, Labor contract negotiations, experience resolving grievances.
  • Managing operations of a light rail network environment and identifying best industry practices to resolve problems and improve Network performance.
  • Ability to place oneself in the customer and stakeholders' shoes and establish practices, policies
  • and through management and leadership to provide superior customer and stakeholder experience.
  • Ability and prior proven skills in developing and establishing programs, practices, standards and procedures for passenger safety, rule adherence, operating schedules, and training



Education and Experience:



  • Bachelor's Degree in Transportation, Business Administration, Engineering, Construction, or related field-or equivalent experience.
  • Possess a minimum of five years' of progressively responsible experience managing a light rail operation.
  • Possess a minimum of ten years' experience managing projects of similar size in a light rail or commuter transit environment.
  • Prior experience that demonstrates accomplishments that enhanced safety, efficiency, reliability, customer service and stakeholder satisfaction thru proactive management and leadership of staff, subcontractors, suppliers, and vendors in a Public Environment. Extensive knowledge of State and local regulations related to the operations and a deep understanding of labor relations in a collective bargaining environment.


  • Working Conditions:


  • Work is performed in office, site yard, and field environments.
  • Position may require work during evenings, weekends, holidays, and emergency situations.
  • Occasional exposure to operational hazards associated with rail transit environments.



This position is not eligible for Railroad Retirement.
