To attract the widest possible pool of qualified leaders, this role is being recruited via two parallel tracks: a Clinical/Physician Track (for medically licensed candidates) and an Administrative Track (for non-physician healthcare executives). The full salary range for this position is $154,200/year to $306,600/year.

Brief Summary of Job Duties:

The Transitional Executive Director for Student Health / Assistant Vice Chancellor for Integrated Care (AVC/ED) provides overall strategic and operational leadership for Student Health Services (SHS), driving high-quality, cost-effective care that supports the academic mission and wellbeing of over 25,000 students. The AVC/ED manages daily operations through subordinate managers and senior directors across diverse clinical and administrative disciplines, including primary care, behavioral health, psychiatry, ancillary services, and the Student Health Insurance Plan (SHIP). The position holds primary accountability for a $30+ million budget, ~100 FTE staff, regulatory compliance, risk management, and the overall financial, operational, and physical infrastructure of the health system.

Reporting to the Associate Vice Chancellor for Student Wellbeing, this two-year executive appointment provides strategic leadership for implementing organizational improvements identified through a 2026 external review of UC Santa Barbara's Student Health Service and Behavioral Health System of Care planning process. The position leads the development of Student Health's strategic plan, and advances an integrated behavioral health model across Student Health Service, Counseling & Psychological Services, and campus partners, and directs complex organizational change initiatives. Through executive oversight of senior leadership, strategic planning, organizational development, and financial sustainability initiatives, the incumbent is accountable for implementing a coordinated behavioral health system that improves access, care navigation, operational effectiveness, performance outcomes, and long-term organizational sustainability.

Required Qualifications:

  • Master's degree in Public Health, Healthcare Administration or related fields along with at least 10 years of relevant experience in a leadership or administrative role OR
  • M.D., Ph.D., Psy.D. or other clinical training along with at least five years of relevant experience in healthcare administration in a leadership role.

Preferred Qualifications:

  • Executive Leadership role in College health care setting.
  • Experience with physical and psychological health care integration.

30% Change Management and Organizational Transformation

Strategic Planning & Executive Governance: Directs the Student Health Service executive team in formulating multi-year strategic plans and long-term policies, establishing organizational vision and operational goals that align service delivery with campus needs, care access, and fiscal sustainability.

Operational Transformation & Process Improvement: Exercises high-level administrative authority to execute operational recommendations from the 2026 external review, establishing systems and operational controls to optimize:

a. Workforce Configuration: Aligning staffing models and FTE allocation with patient demand.

b. Provider Productivity: Formulating and monitoring daily provider encounter benchmarks.

c. Billing Expansion & Revenue Optimization: Directing revenue cycle infrastructure and billing team growth.

d. Coding Education: Overseeing clinical documentation standards and provider feedback loops.

In consultation with the AVC for Student Wellbeing, directs the ongoing rollout of broad report initiatives.

Integrated Care Model Leadership: Provides executive oversight and program evaluation for the large-scale integration and transformation of behavioral health services spanning Student Health Service, Counseling & Psychological Services (CAPS), and campus-wide wellbeing programs. Establishes executive priorities, institutional policy, and implementation frameworks across the Wellbeing Cluster to advance an operationalized, student-centered behavioral health system of care.

Change Management & Organizational Alignment: Directs executive change management strategies and organizational design frameworks to foster interdisciplinary collaboration, inter-departmental alignment, and broad adoption of modernized operating models.

Senior Leadership Advisory: Advises Wellbeing Cluster leadership and campus executives on complex, high-stakes organizational change initiatives, ensuring strict compliance with regulatory mandates, risk management standards, and strategic campus priorities.

Resource & Infrastructure Stewardship: Directs the operational, human resource, and financial infrastructure across the cluster, aligning multi-million-dollar budgets and staffing strategies to sustain the integrated health model.

Special Executive Projects: Performs other high-level healthcare administration and policy duties as assigned by the Associate Vice Chancellor for Student Wellbeing.

50% Operational & Strategic Leadership

Strategic Adaptation & Program Evaluation: Analyzes, evaluates, and adapts Student Health Service through subordinate leadership to respond to evolving student healthcare needs, public health challenges, accreditation and licensing requirements, and funding landscapes.

Strategic Planning & Policy Execution: Formulates and executes strategic action plans, establishing the vision, long-term goals, and operational policies needed to address emerging campus health priorities.

Financial Oversight & Resource Optimization: Monitors and directs financial management, healthcare utilization, cost-containment strategies, and overall organizational design for a large, complex health department to ensure long-term fiscal sustainability.

Comprehensive Care Delivery: Holds executive accountability for the delivery of high-quality, accessible primary, behavioral, and ancillary healthcare services to students by organizing and leveraging integrated on- and off-campus health resources. UC SHIP Governance: Exercises executive responsibility for the oversight, financial design, and utilization of the UC Student Health Insurance Plan (UC SHIP), collaborating with local leadership and actively representing the campus on UC Systemwide Advisory Boards and Implementation Teams.

UC Systemwide Alignment & Collaboration: Collaborates with peer UC Student Health Directors to coordinate cross-campus care models, monitor systemwide costs, arrange care reciprocity, and influence university-wide health policies.

Public Relations & Institutional Integrity: Maintains institutional integrity, protects organizational reputation, and leads public health messaging by serving as the approved authority for campus communications, media requests, and community relations.

20% Resource Management

Fiscal Leadership & Budgetary Control: Accountable for managing a $30+ million budget derived from complex, multi-source funding models; leads the preparation, advocacy, and strategic management of short- and long-term financial plans to ensure long-term organizational viability.

Revenue Optimization & Strategic Analysis: Directs the strategic analysis and development of revenue-generating initiatives across Student Health Service and Counseling & Psychological Services, including third-party billing models, behavioral health reimbursement expansion, and clinic operations.

Workforce Strategy & Personnel Management: Directs overarching human resources strategy and workforce planning to adapt to changing operational demands; oversees through subordinate leadership the recruitment, selection, development, and retention of staff in accordance with UC policies and affirmative action goals.

Executive Oversight & Direct Supervision: Manages daily health system operations through the Student Health Management team, providing direct supervision and executive direction to the SHS Interim Director and the Director of Billing and Revenue Cycle.

HR Governance & Labor Relations Compliance: Maintains final departmental authority for SHS human resources decisions, working in close coordination with Student Affairs, HR, and Labor Relations to ensure strict policy adherence and contract compliance across five represented bargaining units.

  • Student Health requires that all clinical staff must successfully complete and pass the background check and credentialing process before employment and date of hire.

  • To comply with Santa Barbara County Public Health Department Health Officer Order, this position must provide evidence of annual influenza vaccination, or wear a surgical mask while working in patient care areas during the influenza season.

  • Any HIPAA or FERPA violation is subject to disciplinary action.

  • Evening and weekend work required; 24/7 availability for campus emergencies.

Must initially satisfy credentialing requirements to be approved for clinical privileges at Student Health, and maintain those privileges while employed as detailed in the Student Health Organizational Guidelines and Credentialing.

  • Must have a current California license and DEA license at all time during employment in order to practice and function in their clinical role.

  • Board Certification is highly desirable and must be maintained throughout employment.
