Rutgers University Behavioral Health Care ( UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC's 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education.
UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers.
In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Grants & Contracts Analyst III for the Military Services within Rutgers University Behavioral Health Care.

Under the direction, assists in the preparation and submission of grant proposals, monitors budgets for grants and contracts, ensures all grant and contract activities are compliant with state and federal regulations, prepares financial and progress reports to funding agencies, monitors the progress of funded projects, serves as a resource for staff on grant and contract management.
Among the key duties of this position are the following:

  • Assists Principal Investigator in the preparation and submission of grant proposals ensuring compliance with funding agency guidelines, ensuring all necessary documentation is complete and adheres to funder guidelines.
  • Oversees pre- and post-award financial management for federal, state, corporate, and private foundation grants and contracts.
  • Reviews and monitors budgets for grants and contracts, ensuring proper allocation of funds.
  • Serves as the financial bridge between program operations and management.
  • Submits required invoices and financial reports, and prepares and submits progress reports to funding agencies, ensuring accuracy and timeliness.
  • Monitors the progress of funded projects with the Principal Investigator, ensuring milestones are met and expenditures are within budget.

Minimum Education and Experience
  • Bachelor's Degree in Finance, Accounting or a related field plus one (1) year of relevant experience in related fiscal activities. Equivalent education, experience and/or training may be substituted for the degree requirement.
Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Ability to clearly explain budget rules and financial concepts to program managers and executive leadership.
  • High attention to detail in tracking restricted funds and hitting strict funder compliance deadlines.
  • Advanced skills in Excel, Tableau, and financial/BI software, with a talent for converting complex data into actionable recommendations.

Preferred Qualifications
  • Relevant experience working within military organizations/agencies.
