THE POSITION

As a Revenue Fiscal Analyst 2 with the Department of Revenue, you will be an important voice in shaping financial and legislative decisions. This role gives you the opportunity to study tax programs, evaluate new proposals, and help improve statewide compliance efforts. You will work with skilled professionals who rely on your insight to guide policy and operational improvements. Your work will help strengthen programs that benefit citizens, businesses, and government operations across Pennsylvania.


DESCRIPTION OF WORK

This position centers on detailed research, fiscal analysis, and technical evaluation of tax programs, especially those related to Voluntary Compliance Initiative efforts. The work supports the Department of Revenue by guiding decisions on legislation, financial impacts, and program effectiveness. As a Revenue Fiscal Analyst 2, you will perform the following duties:

  • Legislative Analysis: Analyze new and revised laws to determine their fiscal and structural impacts on tax programs
  • Program Evaluation: Assess the effectiveness of Voluntary Compliance Initiative activities and related examination programs
  • Financial Review: Conduct detailed financial and tax accounting studies of Personal Income Tax returns
  • Research Duties: Review tax codes, regulations, and external data sources to support accurate and informed analysis
  • Policy Insight: Develop recommendations by forecasting financial conditions and studying administrative proposals
  • Technical Guidance: Provide clear answers and direction to bureau staff and partner agencies regarding tax matters

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Revenue Fiscal Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of technical experience in fiscal analysis and a bachelor's degree including thirty credits in economics, statistics, mathematics, and/or computer science; or
  • Two years of experience in fiscal analysis and a master's degree in economics, business administration, statistics, mathematics, or computer science; or
  • Any equivalent combination of experience and training.

Additional Requirement:

  • You must be able to perform essential job functions.

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
