Job Title: DevOps Cloud Engineer

Location(s): Mechanicsville, VA

Job Summary
The DevOps and Cloud Engineer will support tolling modernization by building secure, automated deployment processes and ensuring reliable delivery and updates of services. The role will standardize CI/CD, improve availability, and promote cost-efficient cloud operations.

Responsibilities

DevOps & Cloud Engineering

  • Design, build, and maintain CI/CD pipelines in Azure DevOps using YAML and Classic pipelines for microservices and APIs.
  • Establish reusable pipeline templates, release standards, and guardrails for compliant and repeatable deployments.
  • Implement secure secrets and key management using Azure Key Vault and managed identities in pipelines.
  • Automate database deployment workflows, including DACPAC and SQLCMD, and integrate migration steps into releases.
  • Enable blue/green deployment or automated rollback strategies to minimize downtime and deployment risk.

Environment Consistency & Observability

  • Standardize provisioning and configuration across Dev, QA, and Prod environments and codify configuration baselines.
  • Build monitoring dashboards and actionable alerts for pipeline and deployment health using Application Insights and pipeline logs.
  • Apply DevOps best practices within a compliant government environment.

Azure Resource Engineering & Governance

  • Implement and maintain Azure services and governance standards, including App Services, Function Apps, API Gateways/API Management, and AKS.
  • Support identity and access management, including Entra ID SSO and role assignments, following least-privilege principles.
  • Ensure solutions are fault tolerant and highly available.
  • Coordinate change requests and rollback procedures.

Monitoring, Troubleshooting & Reliability

  • Monitor Azure services and application workloads to ensure uptime and performance.
  • Perform diagnostic deep-dives using Azure Monitor and Log Analytics.
  • Triage production incidents, drive timely resolution, and document root cause findings.
  • Participate in operational cycles and maintenance readiness checks.

Compliance, Data Flows & Cost Awareness

  • Consider PCI or comparable regulatory requirements when evaluating system behavior, logging, and integrations.
  • Understand end-to-end data flows across tolling systems, including roadway data, financial transactions, and reporting.
  • Support optimization of system integrations.
  • Contribute to cloud cost visibility and optimization recommendations.
  • Align operational decisions with governance and budget goals.

Collaboration & Communication

  • Partner with architects, developers, DBAs, and engineers to align deployments with secure network and identity configurations.
  • Communicate clearly with technical and business stakeholders.

Required Qualifications

  • Hands-on experience with Azure DevOps CI/CD using YAML and Classic pipelines.
  • Experience with Azure application deployment engineering, including App Services, Functions, Containers, and APIs.
  • Experience with secure secrets and key management using Azure Key Vault, RBAC, and managed identities.
  • Experience automating SQL deployments and integrating them with CI/CD.
  • Experience with logging and observability, including Application Insights, pipeline logs, dashboards, and alerts.
  • Experience with Infrastructure as Code using Terraform, Bicep, or ARM templates.
  • Scripting and automation experience using PowerShell and/or Python.
  • Experience with Azure administration and engineering in production environments.

Preferred Qualifications

  • Experience designing CI/CD standards or DevOps frameworks for microservices.
  • Experience with containerization and orchestration using Docker and AKS.
  • Experience with registry-integrated build and release pipelines.
  • Experience with governance and compliance automation, including Azure Policy, RBAC standards, and pipeline guardrails.
  • Experience with PCI or similar compliance frameworks.
  • Exposure to cloud cost analysis and optimization in enterprise environments.
  • Azure certifications such as AZ-104, AZ-305, or AZ-400.

Additional Requirements

  • Position requires a fingerprint-based background check.
  • Candidate is expected to pursue continued education to stay current with applicable technologies.
