The Educational Specialist II - K-8 Literacy is located within the Office of Literacy and will support K-8 literacy efforts within Baltimore City Public Schools (City Schools), including but not limited to assessments, curriculum, and professional development; this position will primarily focus on grades 3-8. The K-8 literacy specialist will assist with the implementation of the district curriculum for grades K-8. They will work with partners and vendors to identify quality practices and resources as well as design professional development to support teaching and learning in the district.


Essential Functions



  • Supports the implementation of the Maryland College and Career-Ready Standards for English Language Arts.
  • Develops and delivers ongoing professional development around best practices in K-8 literacy, with a focus on grades 3-8.
  • Supports the implementation of district curriculum and assessments for grades K-8.
  • Uses data collected to strategically support the needs of teachers and schools in the district.
  • Develops and provides appropriate guidance for schools and school leaders on best practices in literacy, with a focus on grades 3-8.
  • Works collaboratively with a highly motivated team from multiple offices to advance teaching and learning in the district, including close coordination with a team focused on supporting PK-2 literacy work in the district.
  • Stays up to date on current research and best practices in the area of elementary literacy content and pedagogy.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications



  • Master's degree or in education or related field. Degree must be from an accredited college or institution.
  • Three years teaching experience in literacy; upper elementary and middle grades experience preferred.
  • Three years' experience developing and delivering professional development to teachers to support implementation of the Maryland College and Career-Ready Standards for English Language Arts; district level experience preferred.
  • Valid Maryland State Department of Education (MSDE) and Advanced Professional Certificate required.
  • Experience managing large scale projects.
  • Knowledge of current research in literacy best practices.
  • Knowledge of the Maryland College and Career-Ready Standards for English Language Arts.
  • A commitment to educational equity.
  • Excellent verbal and written communication skills.
  • Proficient in the use of multiple computer applications including, but not limited to, Microsoft Office, PD Tracking and reporting software, databases, and Online Professional Learning software.
  • Knowledge of laws, regulations, rules and policies affecting City Schools' educators.
