Plans, organizes, and oversees the management of the Baltimore City Public Schools accounting activities and functions. Recommends and implements accounting control procedures and prepares analyses, reports and information. Manages the day-to-day accounting operations and coordinates work with the other Finance offices.


Essential Functions



  • Manages operating, revenue and/or capital accounts and coordinates the implementation and design of centralized accounting systems.
  • Oversees the preparation, processing, and maintenance of accounting and financial reports, accounting records, statistical and payroll reports.
  • Manages one or more functions of accounting operations and manage assigned professional and support staff. Provides technical direction, training and leadership to assigned staff.
  • Assigns and reviews work and ensures deadlines are met in accordance with Baltimore City Public Schools policy and standards.
  • Prepares for and coordinates Federal, State, and other audits of accounts.
  • Advises and make recommendations for resolution of accounting problems.
  • Reviews and authorizes capital expenditures and fund transfers.
  • Reviews, analyzes, corrects, adjusts and reconciles a variety of accounts.
  • Manages budget for area of responsibility. Assists senior management in the development and monitoring of budget-related time and expenses.
  • Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff. Such responsibility includes the development and implementation of professional growth plans to include keeping abreast of current developments, literature, and technical sources of information.
  • Coordinates unit staffing, and manages all related human resources, financial and payroll functions for assigned employees.
  • Manages assigned staff in the development, design, review, implementation, and periodic reevaluation of project plans and strategies related to assigned area of responsibility. Manages project plans, work breakdown, structures, and schedules established to successfully complete projects on time and within budget constraints.
  • Utilizes tact and exercise good judgment in interactions with the general public, school and central office personnel.
  • Ensures the provision of quality products and services throughout the lifecycle of assigned projects.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards.

Desired Qualifications



  • Bachelor's degree in accounting or related field. Master's desirable. Degree must be from an accredited college or institution.
  • CPA desirable.
  • Six years related accounting experience, including three years in a supervisory or lead capacity. Experience in a public education or university setting preferred.
  • Thorough knowledge of the principles and techniques of accounting and financial management, and the principles and procedures that are used in the maintenance, development, and implementation of accounting systems, methods, and procedures.
  • Proficiency in the knowledge and use of computer applications including Microsoft Excel and Word.
  • Good organization and leadership skills.
  • Excellent verbal and written communications skills, including the ability to make persuasive presentations.
  • Interpersonal skills to ensure effective team building.
  • Ability to analyze accounting operations and procedures.
  • Ability to resolve complex accounting problems and give technical accounting advice and assistance.
  • Ability to interpret and apply governmental policies and regulations.
  • Ability to establish and maintain effective working relationships with executives and officials.
  • Ability to effectively train and supervise accounting and other office staff.
  • Ability to prepare and maintain financial records in Excel and have experience with specialized Enterprise Resource Planning applications for financial management.
