Introduction

The Loudoun County Office of Emergency Management (OEM) is seeking a qualified candidate to fill the role of Lead Emergency Management Planner. Through partnerships and collaboration, OEM is responsible for facilitating, maintaining, and enhancing a comprehensive and integrated emergency management program to build a more resilient community. Job Summary

The successful candidate will manage a varied portfolio of complex emergency management programmatic needs, including Hazard Mitigation and Continuity of Operations Planning (COOP). This position will develop local and regional emergency management programs that require community inclusion and participation, including vulnerable populations. This position will directly impact the growth of resiliency which will enhance the ability of the community to withstand, adapt to, and recover from significant events. This position will be under the direction and supervision of the Assistant Coordinator - Planning. This is a non-supervisory position.

We are seeking a detail-oriented team player who will:

  • Serve as a program manager for complex emergency management programs including Hazard Mitigation, Continuity of Operations, and resiliency planning.
  • Conduct extensive research to prepare, develop, and maintain emergency management plans and procedures.
  • Provide program management support to the County's Threat and Hazard Identification and Risk Assessment (THIRA) process.
  • Plan and conduct training and exercises to validate/enhance emergency operations, plans, and procedures.
  • Regularly convene and facilitate meetings with county, state, and federal agencies and make recommendation on course of action.
  • Monitor and ensure compliance with federal, state, and county emergency management guidance and regulations.
  • Participate in prevention, protection, mitigation, response, and recovery initiatives, as directed.
  • Support emergency incidents in accordance with OEM policies and procedures.
  • Represent Loudoun County with federal, state, regional, and local organizations and agencies.
The successful candidate will possess the following skills and abilities:
  • Knowledge of emergency management principles, theories and practices;
  • Ability to efficiently manage multiple complex projects;
  • Ability to effectively communicate with stakeholders at all levels;
  • Ability to collaborate with diverse groups;
  • Willingness to assist on a variety of projects and initiatives that span the emergency management spectrum.
Hiring salary is commensurate with experience.

Minimum Qualifications

Bachelor's degree in Emergency Management, Public Administration, or a related field; four (4) years of related work experience in emergency management, disaster mitigation, preparedness, and/or emergency response/recovery activities; or equivalent combination of education and experience.

The following designations are preferred: Level I Continuity of Operations Plan (COOP) Practitioner and Virginia Professional Emergency Manager (VaPEM) or Certified Emergency Manager (CEM) designation(s). Successfully complete the Federal Emergency Management Agency (FEMA) National Emergency Management Basic Academy.


Job Contingencies and Special Requirements

The position is considered mission-critical and will serve during emergency incidents. This position is expected to fill roles in the Emergency Operations Center (EOC) during activations. EOC staff work twelve (12) hour shifts and may be day or night work, holidays and/or weekends as necessary. Successful candidates will undergo a criminal, credit, and DMV record check.
