Responsibilities

The Program Director oversees all city departments including public works, planning & zoning, permitting, inspections, GIS, code enforcement, engineering, and finance/administration. This position serves as the liaison between the administration and IBTS. The Program Director's role is critical in carrying out the City's vision and policy directives in addition to meeting IBTS's mission and purpose.

  • Assesses and monitors workloads, administrative and support systems, and internal reporting relationships for assigned areas of responsibility; identifies opportunities for improvement; directs and implements changes.
  • Plans, directs, and coordinates, through management level staff, the work plan for assigned functions; assigns projects and programmatic areas of responsibility; provides direction and supervision on key projects; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
  • Develops yearly IBTS budget and monitors performance throughout the year.
  • Serves as a liaison between City and IBTS
  • Attends City's weekly staff meetings, Council meetings and any other meetings at which attendance by the Program Director is deemed necessary by the City, including other Parish and State agency meetings and forums as requested by the City.
  • Provides information to the Mayor and City Council on issues relevant and applicable to the City, its officials, and constituents, or to its status as a municipality.
  • Carries out duties and responsibilities necessary to perform all services set forth in the contract.
  • Investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, services and equipment, and other issues, policies, or proposals. Prepares proposals. Prepares comparative analysis when appropriate.
  • Assists in the coordination, preparation, analysis, and implementation of the annual operating and capital budget for the City.
  • Coordinates multiple department activities in large City events and operations.
  • Confers with members of the public to explain policies and programs, including site visits.
  • Leads emergency operations as required by contract and/or City.

Identifies problems, considers and evaluates solutions, decides then implements and oversees solutions.


Qualifications

  • Education: Bachelor's degree in urban planning, public administration, political science or related field. Master's degree preferred.
  • Experience: 8 years of experience working in local government, with 3 years minimum in management.
  • License: Valid driver's license

Key Skills/Competencies:

  • Thorough knowledge of the professional public management techniques involved in budgeting, personnel administration and resource management and the ability to identify and implement newest and best practices.
  • Thorough knowledge of the principles and practices of municipal management, applicable local, state and federal laws and rules, budgetary and fiscal management and strategic planning.
  • Skill in assembling and analyzing data, preparing comprehensive and accurate reports and formulating policy and service recommendations.
  • Skill in effectively communicating ideas and concepts orally and in writing and making presentations in public forums.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with employees, representatives of other governmental units, professional contacts, elected officials and the public.
  • Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
  • Skill in the use of office equipment and technology, including Microsoft Suite and financial applications, and the ability to quickly learn related technologies, such as permitting and public works software.
  • Ability and willingness to attend meetings scheduled at times other than normal business hours.
